HomeMy WebLinkAbout09-08-81 63 Hastings, Minnesota September 8, 1981 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, September 8, 1981 at 7:30 P.M. in the Oouncil Chani>ers of the City Hall. I' Members present: Oouncilrmn Legler, Kulzer, Trautrmnn, Pike Karnick, Trutna, KlirrEk, Bond, and Mayor Stoffel Members absent: None The Mayor called for additions or corrections to minutes of the meeting of August 17, 1981 and "hearing none, declared the minutes approved as read. 'r"4 m o CD CD <J: The public hearing was opened by the Mayor at 7:33 P.M. to consider the adoption of the request for proposals and approval of the draft ordin- ance. The legal notices of the hearing were read into the record by the City Administrator. The Mayor asked if anyone wished to speak on the issue. Anita Benda, consultant for Cable Television, gave a brief overview of the request for proposal and the draft ordinance. Oouncilman Trautrmnn had a question in regards to the award fee and the utility company construction time table. Ms. Benda and Mr. Adrian Herbst, the consul t- ing attorney for Cable Television, answered Oouncil- man Trautrmnn I s questions. Everyone wishing to SPeak was given the opportunity to do so. The Mayor closed the public hearing at 7:44 P.M. I, M:>ved by Oouncilman Pike, seconded by Councilrmn Legler, to adopt the aIrendroont to the request for proposal as presented by Ms. Benda on September 1, 1981. These arrendments pertained to revised questions on the official application forms. Ayes, 8; Nayes, none. Moved " by Councilman Trautrmnn, seconded by Oouncilrmn KlirrEk, to adopt the request for proposals and to approve the preliminary City of Hastings Cable Communication franchise ordinance for distribution to those Cable Commmication companies that have indicated, or will indicate, an interest in providing the City of Hastings Cable Commmication services. Ayes, 8; Nayes, none. M:>ved by Councilrmn Legler, seconded by Oouncilman Trutna, to approve the preliminary plat with variances for street right-of-way widths for the extension of Spiral Boulevard and Millard Avenue, with the condition that the 160th Street right-of- way be 50 feet wide rather than 35. Ayes, 8; Nayes, none. ,.-- M:>ved by Councilman Kulzer, seconded by Councilman Trautmann, to approve the final plat for Hastings Industrial Park No. Ii ,north and east of Millard Avenue. Ayes, 8; Nayes, none. M:>ved by Councilman Kulzer, seconded by Councilman Legler, to call for a public hearing to consider how Federal Revenue Sharing funds are to be used, and the entire City budget for the calendar year, 1982, at 7:30 P.M. on October 5, 1981 in the Council Chambers of the City Hall. Ayes, 8; Nayes, none. PUBLIC HEARING, CABLE TElEVISION PRELIMINARY PLAT - HASTINGS INDUSTRIAL PARK II FINAL PLAT - HASTINGS INDUSTRIAL PARK II SET PUBLIC HEARING - FEDERAL REVENUE SHARING 64 -2- Moved by Councilrmn Legler, seconded by Councilrmn Pike, to approve a one-day beer license for the St. Boniface Parish of Hastings, on October 4, 1981. Ayes, 8; Nayes, none. Moved by Councilrmn Klirook, seconded by Councilman Kulzer, to accept the resignation of Bernard Swanson from the Hastings Fire Department, effective SepterIi>er 1, 1981. The Council thanks Mr. Swanson for a job well done. Ayes, 8; Nayes, none. Moved by Councilman Legler, seconded by Councilman Kulzer, to authorize advertisement for bids for the softball/baseball complex. The bids \\Quld be opened on October 15th and awarded on Ck.tober 19th, 1981. Ayes, 8; Nayes, none. Moved by Councilrmn Trautmann, seconded by Councilrmn Kulzer, to approve Plan I of Peavey Conpany parking request. This Plan I \\Quld be subject to a variance for the driveway width upon Engineering review. Moved by Councilrmn Bond, seconded by Councilrmn Trutna, to table the Peavey Mill parking request until the Septanber 21, 1981 Council meeting, subject to the Planning Coomi ttee reviewing the matter prior to the Council meeting. Ayes, Legler, Pike, Karnick, Trutna, Klirook and Bond; Nayes, Kulzer and Trautmann. ~.bved by Councilman Legler, seconded by Councilrmn Kulzer, to adopt resolution #34-81, author- izing complete payment to Batzer Construction Company in the alIDunt of $19,768.88 for the 1981 Seal Coat Program. Moved by Councilrmn Kulzer, seconded by Councilrmn Trautmann, to adopt Resolution #35-81 restricting parking to one side only on Pleasant Drive Extension between 4th Street and C.S.A.H. 42. Ayes, 8; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Pike, to pay all bills as audited. Ayes, 8; Nayes, none. Moved by Councilrmn Klirook, seconded by Councilman Bond, to adjourn the meeting at 9:00 P.M. Ayes, 8; Nayes, none.
