HomeMy WebLinkAbout08-03-81 \ r-I OJ o m m <t r r Hastings, Minnesota August 3, 1981 59 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, August 3, 1981 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Bond and Mayor Stoffel. Members absent: Councilman Klimek. The Mayor called for additions or corrections to the minutes of the meeting of July 20, 1981 and hearing none declared the minutes approved as read. The Public Hearing was opened by the Mayor at 7:32 P.M. to consider the proposed use of Federal Revenue Sharing Funds to be received by the City during the calander year 1982. The legal notices of the hearing were read in to the record by the City Administrator. The Mayor asked if anyone wished to speak on the issue. Torn Reuter suggested some of the money could be used for extending sanitary sewer to parks such as Jaycee Park and Rebecca Park. Torn Burg, President of the East Hastings Development Association, suggested that some of the money be used for Lake Isabel dredging, diking, etc. He also spoke for Mr. Mollick, asking if some of the funds could be used for resolving a surface drainage problem at First street and Bass Street. Daryl Plath requested that some of the funds be used for the Bicycle Program. Walter Petersen sug- gested that some of the monies be used for the Northwest Ponding areas. Mrs. Volker requested some of the funds for sewer connection to her property. Torn Trutna suggested some of the monies be set aside for the 1982 tree program. Everyone wishing to speak was given the opor- tunity to do so. The Mayor closed the Public Hearing at 7:35 P.M. Moved by Councilman Legler, seconded by Councilman Karnick, to approve the rear setback variance and minor subdivision requests of Mr. Gerald Frandrup Jr., 1520 Ramsey Street. 7 Ayes, 0 Nayes. Moved by Councilman Kulzer, seconded by Councilman Pike, to approve the Planned Residential Permit and the Preliminary Plat; subject to the recommendations as noted in the July 24, 1981 memo of the City Planner. 6 Ayes, Nayes Bond. Moved by Councilman Kulzer, seconded by Councilman Trautmann, to approve the variance for the zero side yard setbacks and the 5 acre minimum area for Mr. Paul Reuter at 23rd & Cannon streets. 6 Ayes, Nayes Bond. Moved by Councilman Kulzer, seconded by Councilman Trautmann, to approve the variance request for the setbacks requirement of the two 4-plexes and one garage to be constructed at 23rd & Cannon Streets. 6 Ayes, Nayes Bond. RESOLUTION # 31-81 JOINT POWERS AGREE- MENT WITH MARSHAN TOWNSHIP - CABLE TV Moved by Councilman Trautmann, seconded by Councilman Legler, to enter into a Joint Powers Agreement for pur- poses of establishing a Cable Tele- vision system in the City of Hastings and immediately surrounding area in the township of Marshan. 7 Ayes, Nayes none. HUBERTY MEMORIAL RACE Moved by Councilman Legler, second- ed by Councilman Kulzer, to approve the use of City Streets for the Terry Huberty Memorial Race on August 8, ~1981 at 9:00 A.M. 7 Ayes, Nayes none. DOG CATCHER Moved by Councilman Pike, seconded by Councilman Kulzer, to table the hiring of a part time dog catcher to the August 17, 1981 City Council Meet- ing. Ayes 6, Nayes Trutna. INSURANCE PACKAGE 1981 FOR CITY EM- PLOYEE'S Moved by Councilman Trutna, sec- onded by Councilman Kulzer, to con- tinue with Wisconsin Employer's Insur- ance Company for the hospital-medical insurance coverage, Sept. 1981 to Sept. 1982. Ayes 7, Nayes none. HIRE ICE ARENA MANAGER Moved by Councilman Pike, second- ed by Councilman Trautmann, to hire Darrel Sleeman effective August 24, 1981 at a $20,000 annual salary. This employment would be subject to the six months probationary period. 7 Ayes, Nayes none. PARTIAL PAYMENT - NEW MECH COMPANY Moved by Councilman Legler, se- conded by Councilman Kulzer, to approve the partial payment to the New Mech Company for the Southwest Ponding Basin for the amount of $58,274.12. 7 Ayes, Nayes none. APPROVE CONSENT AGENDA Moved by Councilman Legler, se- conded by Councilman Trautmann, to approve the following items on the con- sent agenda. 7 Ayes, Nayes none. Pay all bills as audited.
