'!be City Council of the City of Hastings, Minnesota met in a regular
rreeting on Monday, May 18, 1981 at 7: 30 P.M. in the Council O1ani>ers of the
City Hall.
Meni>ers present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Klimek., Bond, and Mayor Stoffel.
Members absent: None.
The Mayor called for additions or corrections fo the minutes of the
rooeting of May 4, 1981 and hearing none declared the minutes approved as read.
Moved by Councilman Legler, seconded by CounciJman
Pike to approve resolution #22-81 awarding the bid for the
purchase of a 2,000 gallon Tanker Truck for the Fire Dept. to
O'Brien Chevrolet-Cadillac, Inc. the lowest bidder, in the
aIIDunt of $31,190.09. Copy of resolution on file. Ayes, 8;
Nayes, none.
Moved by Counci1man Trautmann, seconded by Counci1man
Kulzer to approve a special use penni t for the installation of
gas punps, for Super Stores, Inc. at 23rd & Vermillion Streets
subject to canpliance with cooments as stated in the April 24,
1981 meno fran the City Planner. Ayes, 7; Nayes, Bond.
Moved by Councilman Pike, seconded by CounciJ.man
Karnick to approve a variance and minor subdivision to allow
zero sideyard setbacks for the Twin Hanes dwelling at 23rd
Street between Cannon and Vennillion streets.
Moved by CounciJman Bond, seconded by CounciJman
Kulzer to refer the variance and minor subdivision request on
the '!Win Hane to the Planning Ccmni ttee of the City Council,
the Camrl. ttee is to respond by June 15, 1981. Ayes, 6;
Nayes, Trautmann, Pike.
Moved by Couneilman Trautmann, seconded by Councilman
Kulzer to refund $1,250.00 of $1,450.00, the liquor license fee,
to Hans Peters. Mr. Peters was unable to purchase the building
as planned so the license was never issued. $200 .00 is to be
retained by the City for adninistra ti ve costs to process the
application. Ayes, 8; Nayes, none.
Mr. Paul FnDretson, Carmuni ty Education Director,
reviewed the 1981-1982 Camnmity Education proposed budget for
the City Council. No action was taken at this time.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to authorize the City Anxiinistrator to advertise for
applications for the Ice Arena Manager position, to SPeCify
the salary range to be $18,000 to $20,000 annually. Deadline for
receiving applications is July 24, 1981. Ayes, 8; Nayes, none.
William Gegen, City Insurance Agent, spoke to the
Ci ty Council regarding having an appraisal done of all buildings,
fixtures, furniture, etc, owned by the City of Hastings. The
Council directed the Aaninistrator to secure porposals fran
various appraisal firms for consideration by the Council.
Moved by Counci1man Trutna, seconded by Councilman
Klimek to support the In-Water-Boat Show to be held at King's
Cove Marina in Hastings- Sep'tamer lOth through 13th, 1981.
'!be City Staff to assist in providing services as requested in
the letter fran the Show Services Manager dated April 10, 1981.

of Natural Resources, for a permit for public access for a boa.t

Kulzer to accept the resignation of Merlin Anderson fran the
Industrial Park Advisory Board. '!he Council expressed their
thanks for Mr. Anderson's years of service on the Board.

Legler to ratify the Mayor I s appointment of William King, KiX:W"s
Cove, to the Industrial Park Advisory Board to fill the ~red

ington and the Hastings Anbulance Service to receive emergenq.y

Bond to approve the anployrrent contract between the City of
Hastings and Edward Kranz, City Ach1inistrator. Ayes, 8;

Moved by Col.IDci1man Kulzer, seconded by Councilman
Trutna that the City Acmi.nistrator sulmit to the entire City
Council, by January 1, 1982, the following: City Aaninistrator
contract, City ordinance creatingpa;ition, and a perfOmBnce
