The City Council of the City of Hastings, Minnesota met in a regular
rreeting on Monday, May 4, 1981 at 7: 30 P. M. in the Council C1lambers of the
Ci ty Hall.
Manbers present: Counci1men Trautmann, Kulzer, I..egler, Pike, Trutna,
Karnick, Klimek, Bond, and Mayor Stoffel.
Manbers absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of April 20, 1981 and hearing none declared the minutes approved as
presented.
The State Street Improvement Project which was held
over at the April 6, 1981 Council meeting was brought before the
Council for discussion. The City Engineer reviewed the project
for the Council and audience.
Moved by CounciJman Trutna, seconded by CounciJman
Bond to accept and order in the following: STATE mREET- 2ND
mREET TO 1ST STREE:I': Grading, Gravel Base, Bituminous Surfacing,
Concrete Curb & Gutter, Sanitary Sewer, and Watermain. Ayes, 5;
Nayes, Kulzer, Klimek, Bond.
Moved by CounciJman Trutna, seconded by CounciJman
Kulzer to approve the Minor Subdivision on 1st and State Street
for Gerald Schneider" conditioned upon extension of utili ties
per City specifications. Ayes, 8; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Pike to approve the preliminary plat of Highland Hills 2nd
Addi tion conditioned upon the developer consider changing street
names that are similar to existing streets, that required
platting fees, interceptor sewer fees, and any "buy-in" charges
are paid before the filing of the final plat, and conditioned
upon staff cannents in the April 8, 1981 Staff Report. Ayes, 8 ;
Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman
Trautmann to authorize the City Planner to follow a procedure
of permitting twin hanes on existing lots through the variance
and minor subdivision processes when only one structure is
involved. Ayes, 7; Nayes, Bond.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to call for a public hearing on June 15, 1981 at 7:30 p.m.
in the Council OlaniJers to consider the improvement needs in
the Do.vntown Redevelopnent Area, as defined by Rieke, Carroll,
Muller, Inc., consulting reports. Ayes, 8; Nayes, none.

Trutna to adopt resolution #21-81 awarding the bid for the
removal of 200 Dutch Elm diseased trees to Hoffman & McNamara
in the amount of $23,232.00. Copy of resolution with itemized
prices is on file in City Ackninistrator office. Ayes, 8;

David Tanner, president of the Library Board, addressed
the Council about the need for coomunication between the City
Council and the Library Board. No action was taken.

APPOINT ASSISTANT FIRE Moved by Councilman Pike, seconded by Counci1man
CHIEF Trutna to appoint Gerald P. Rosendahl as the Assistant Fire
Chief for the City of Hastings. Starting date to be May 19,
1981 at an annual salary of $22,710.00. Also, Mr. Rosendahl
is to be paid, as City volunteers are paid, when responding
to fires when off duty. Ayes, 8; Nayes, none.
