'!he City Council of the City of Hastings, Minnesota. met in a regular
n:eeting on Monday, April 6, 1981 at 7:30 P.M. in the Council O1ambers of the
City Hall.
Merrbers present: Councilmen Legler, Kulzer, 'li'autmann, Pike, Karnick,
Trutna, Klimek, Bond, and Mayor Stoffel.
MaIi:>ers absent: None.
'!be Mayor called for additions or corrections to the minutes of the
maeting of March 16, 1981 and hearing none declared the minutes approved as read.
'!be Public Hearing was opened by,the Mayor at 7:33 p.m. PUBLIC HEA1UID 1981
to consider the folla.ving irrprovanents designated "Imppovanents PEl'ITIONED IMPROVE)tENTS
1981". State Street fran 1st to 2nd Street and 12th Street fran
Pleasant Drive to 500' West. '!be legal notices of the Hearing and
the Notice of Mailing were read into the record. '!he meeting was
turned over to the City Engineer. Mr. Olson gave a brief review
of each project, what is to be accanplished and the costs to the
property owner, etc. A petition was presented to the Council fran
property owners on State Street objecting to the irnprovanents at
this time due to hardship and other factors. Two property owners
spoke in favor of the irnprovanents. Everyone desiring to speak on
the matter was given the opportunity to do so. The Mayor closed the
Hearing at 8:00 P.M.
Moved by CounciJroan Trautmann, seconded by CounciJroan
Kulzer to approve and order in the follcming project: 12th
Str~t - Pleasant Drive to 500' Weet Grading, Gravel Base,
Bituminous Surfacing and Concrete Curb and Gutter. Ayes, 8;
Nayes, none.
Moved by cOUllci1man Trutna, seconded by Counci1man
Kulzer to table\lthe project: State Street - 2nd Street to
1st Street. Ayes, 8; Nayes, none.
'!be Mayor opened the Public Hearing at 8:00 p.m.
to consider amending Section 10.07 Sub. 3, having to do with
signs. '!be legal notices of the Hearing were read into the
record. '!here were no objections to the woondments. The Mayor
closed the Hearing at 8:04 p.m.
Moved by Councilman Trutna, seconded by CouncLlman
Bond to pass the third and final reading of the amendments to
the Sign Ordinance, Section 10.07 Subdivision 3. Ayes, 8;
Nayes, none.
Moved by Councilman Trautmann, seconqoo.tby Councilman
Kulzer to table the request of Gerald Schneider for a Minor
Subdivision on 1st & State Street. Ayes, 8; Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman
Trutna to approve the Minor Subdivision on 2nd & Frazier
Streets for Brooks SWanson, as per the Planner's memo dated
April 3, 1981. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by CounciJrnan
Karnick to reconsider the Minor Subdivision at the intersection
of Southview Drive and Westview Drive as requested by Att Groth,
Ayes, Legler, Karnick, Trutna, Bond::' Nayes, Kulzer, Trautmann,
Pike, Klimek. Being a tie vote the Mayor voted naye. Motion
defeated.
1k:>ved by Councilman 'rrutna, seconded by Councilman
Klimek to approve the hane occupation permit for John Lewis,
l4lO! Ranlsey Street to operate a plurJi>ing business office,
with the stipulation that no outside storage will be permitted.

Bond. '!he Mayor voted in the affinnative to break the tie. .

Parcel #19-89700-1~ fran $13,098 to $12,168 for the year""

KuZzer to authorize the advertisement for bids for playgroUfid
equipnent for Roadside, Pioneer, and Conzanius Parks. Bids to be

Trautmann that the 1928 American-LaFrance Fire Engine presently
stored at the Dakota County Historical Society be returned to
the City of Hastings and stored here. Ayes, 8; Nayes, none.

Karnick to adopt the following: "Since the Hastings Fire Dept.
has been shorthanded since January and it can be anticipa.ted
that they will continue to be shorthanded due to the illness of
one of its menDers - I therefore move that Mr. Scott McPherson
be hired as a full time firefighter for the City of Hastings,
ccmnencing his duties on April 16, 1981 at the current union scale
for firefighters. It shall be noted that this hiring in no way
affects the future anployment of the sick individual, but is
strictly for the purpose of cost effectiveness and efficiency
of the Hastings Fire Department." CounciJman Karnick withdrew
his second, the rwtion was seconded by CounciJman Trautmann.

Lucking Post #47 in their desire to hold the District Convention

Kulzer to authorize the employment of Adrian E. Herbst as
special counsel on Cable T.V. matters, at $60.00 per hour.

Kulzer to authorize the City Administrator and City Attorney
to discuss with Nininger Township officials the possibility of
annexation of areas in Nininger Township contributing surface
