HomeMy WebLinkAbout12-06-82 195 Hastings, Minnesota December 6, 1982 The City Council of the City of Hastings, Minnesota met in a regular City Council meeting on Monday, December 6, 1982 at 7:30 p.m. in the Council Chambers of City Hall. n I Members Present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Klimek, Bond, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections of the minutes of the meeting of November 15, 1982 and hearing none declared the minutes approved as presented. The Mayor called for additions or corrections of the minutes of the special meeting of November 29, 1982 and hearing none declared the minutes approved as presented. ~ m o m m ~ I I The Mayor opened the Public Hearing at 7:35 p.m. stating that this was the time and place fixed by Resolution No. 67-82 of this Council, adopted on November 15, 1982, for a public hearing on the proposal that the City undertake and finance a project on behalf of Hastings Cable TV Company, Inc., a Minnesota Corporation (the Borrower) pursuant to Minnesota Statutes, Chapter 474. The City Administrator/Clerk presented affidavits showing publication of the notice of public hearing at least once not less than fifteen no more than thirty days prior to the date fixed for the public hearing, in the Hastings Star-Gazette, being the official newspaper of the City and the Minneapolis-Star Tribune, being a newspaper of general circu- lation throughout the City. The affidavits were examined, found to be satisfactory and ordered placed on file with the City Administrator/Clerk. PUBLIC HEARING - INDUSTRIAL DEVELOPMENj REVENUE BONDS - HASTINGS CABLE TV CO. The Mayor than opened the meeting for the public hearing on the proposal to undertake and finance the project on behalf of the Borrower. The purpose of the hearing was explained. the nature of the project and of the proposed revenue bonds we~e discussed, the draft copy of the app1i~ cation to the Commissioner of Minnesota Department of Energy, Planning and Development with all attachments and exhibits were available, and all persons present who desired to do so were afforded in opportunity to express their views with respect to the proposal to undertake and finance the project. After all persons were afforded on opportunity to state their views the Mayor declared the public meeting to be closed at 7:36 p.m. Moved by Councilman Legler. seconded by Councilman Trautmann to adopt Resolution 70-82 determining to proceed with a project and its financing under the Municipal Industrial Development Act. Copy of Resolution on file. Ayes. 8; Nayes, None. RESOLUTION NO. 70-82 INDUSTRIAL REVENUE BONDS - HASTINGS CABLE TV CO. INC. r-- Moved by Councilman Legler, seconded by Councilman Trutna to award the bid for the Street Department Dump Truck to Bahls Motors for a single axle three-ton dump truck in the amount of $37.675. RESOLUTION NO. 71-82 AWARD BID - STREET DEPARTMENT DUMP TRUCK Moved by Councilman Pike. seconded by Councilman Trautmann to amend the main motion and award the bid for a single axle three-ton dump truck to Lakeland Ford in the amount of $34,100. Ayes. 3; Nayes, Legler, Kulzer. Karnick. Trutna, and Bond. Motion fails. The main motion was then called. Ayes,S; Nayes. Trautmann. Pike. and Bond. Motion carries to purchase the single axle three-ton dump truck from Bahls Motor. Moved by Councilman Legler, seconded by Councilman Trutna to request the MPCA to prepare an Environmental Impact Statement for the proposed MWCCHastings Wastewater Treatment Plant Expansion Project, with specific attention to the possibility of relocating the plant away from the nearby residential area. Ayes, 4; Nayes, Trautmann, Pike, Klimek, Bond, and Mayor Stoffel. Moved by Councilman Trautmann, seconded by Councilman Legler to adopt Resolution No. 72-82 entering into a contract with the Minnesota Department of Transportation for the 1983 Transit Contract.
