HomeMy WebLinkAbout11-15-82 Hastings, Minnesota November 15, 1982 191 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 15, 1982 at 7:30 p.m. in the Council Chambers of City Hall. ii , Members Present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Klimek, Bond and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of November 1, 1982 and hearing none declared the minutes approved as presented. The Mayor called for additions or corrections to the minutes of the Special Canvass meeting on November 3, 1982 and hearing none declared the minutes approved as presented. ~ OJ o m m <t Moved by Councilman Pike, seconded by Councilman Kulzer to defer awarding the bids for the arena, fire, and police building roofs until the future of the State Aid Funding is determined by the State and also to consider whether to award or not, if the project is not being done according to building code. Ayes, 8; Nayes, None. ii Moved by Councilman Legler to award the bid for the Street Department dump truck to Bahls Motor for a tandem vehicle. Motion dies for lack of second. Moved by Councilman Bond, seconded by Councilman Trautmann to award the bid for the Street Department tandem dump truck to Lake1and Ford in the amount of $49,100. Moved by Councilman Kulzer, seconded by Councilman Pike to table the award of the Street Department dump truck until the December 6, 1982 regular City Council meeting. Moved by Councilman Legler, seconded by Councilman Trautmann to adopt Resolution No. 67-82 setting a Public Hearing for December 6, 1982 at 7:30 p.m. in the City Hall Council Chambers for the purpose of seeking input on Industrial Revenue Bonds for Cable Television. Moved by Councilman Trautmann, seconded by Council- man Kulzer to accept the Planning Commission's recommendation and deny the lot size variance and the special use permit for a Twin Home at 310 West 12th Street. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Klimek to approve the final plat for Schumacher's 2nd addition, conditioned upon the City's copy containing total lot and plat areas and upon payment of the interceptor sewer fees due. Moved by Councilman Trautmann, seconded by Council- man Legler to approve the final plat of Cannon Estates conditioned upon the payment of the park dedication fee, and the City's copy of the plat containing the total lot and plat areas. Ayes, 6; Nayes, Pike and Bond. Moved by Councilman Bond, seconded by Councilman Pike to approve the final plat of Riverwood Addition conditioned upon the City's copy of the plat containing the total lot and plat areas and payment of the interceptor sewer fees due. This is subject to the American Legion providing liability insurance. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Bond to increase the fee for an animal being picked up by the animal warden to $10.00 per animal. This fee is subject to the animal warden providing and maintaining his own vehicle with no reimbursement for auto gasoline expense etc.. Ayes, 6; Nayes, Legler and Karnick. o Moved by Councilman Legler, seconded by Councilman Trutna to adopt Resolution No. 68-82 authorizing snow removal agreement for Highway 61 between the City of Hastings and the State of Minnesota. Moved by Councilman Pike, seconded by Councilman Legler to adopt Resolution No. 69-82 accepting certain petitioned improvements and ordering feasibility reports for consideration as 1983 street improvements. Ayes, 7; Naye, Bond. Moved by Councilman Trautmann, seconded by Councilman Bond to approve the stop sign requests for a two-way stop sign at 14th Street and Brittany Road and a four-way stop sign on 19th and Pine Streets. Ayes, 4; Nayes, Legler, Kulzer, Karnick, Trutna, and Stoffel. Motion is defeated. Moved by Councilman Trautmann, seconded by Councilman Klimek to accept the resignation of Edward Kranz - City Administrator/ Clerk effective March 31, 1983 and establish a committee for criteria for the advertisement for the position. Ayes,S; Naye, Legler, o. Kulzer, and Karnick. Moved by Councilman Pike, seconded by Councilman Kulzer to pay all bills as audited. Ayes, 8; Nayes, None.
