The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, November 1, 1982 at 7:30 p.m. in the Council
Chambers of City Hall.
Members Present: Councilmen Legler, Kulzer, Trautmann, Pike,
Karnick, Trutna, Klimek, Bond, and Mayor Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of October 18, 1982 and hearing none declared the minutes approved as
presented. The Mayor called for additions or corrections to the minutes of the
Special meeting of October 27, 1982 and hearing none declared the minutes approved
as presented.
Moved by Councilman Trutna, seconded by Councilman
Pike to table the award of the bid for the roofing of the
Arena, Fire, and Police Buildings until the November 15, 1982
regular City Council meeting. The Architect and the Building
Inspector will be requested to be present at that meeting.

Moved by Councilman Trautmann, seconded by Council-
man Kulzer to pass the 3rd and final reading of Ordinance #132
amending the Single Family Zoning District Housing Design
Standards. Ayes, 8; Nayes, None.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to, upon publication of Ordinance #132, formally end the
recently passed moratorium on the placement of certain kinds of
manufactured housing in the City. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Legler to allow a variance for the construction of a garage
with a front setback of 7 feet instead of the required 20 feet
at 500 West 18th Street - Thomas Zuzek. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Bond to adopt Resolution No. 65-82 urging the Metropolitan
Waste Control Commission and the Minnesota Pollution Control
Agency to approve the expansion of the Hastings Sewage Treat-
ment Plant immediately. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Bond to have the City of Hastings follow the informal
hearing process, rather than a contested case hearing on the
Sanden Mobile Home Park EIS question. Ayes 7; Naye, Legler.
Moved by Councilman Bond, seconded by Councilman
Kulzer to authorize the issuance of a building permit for the
construction on Lot 1 of Schumacher's 2nd Addition. This would
be subject to the final plat being submitted and the fees being
paid by November 15, 1982. Ayes, 8; Nayes, None.
Moved by Councilman Legler, seconded by Councilman
Trauttmann to approve the Real Estate Tax Abatement for parcel
Number 19-44702-030-01. The assessed value should be reduced
to $10,820. Ayes, 8; Nayes, None.
Moved by Councilman Legler, seconded by Councilman
Karnick to approve the request from the Minnesota Department
of Transportation to relocate the Krech mobile home in the
mobile home park. Due to unusual circumstances of the current
residents, a single specific lot will be allowed to be opened
in the new mobile home park. Ayes, 8; Nayes, None.

Legler to authorize advertisement for a Street Department
dump truck. The bids will be opened on November 12, 1982
and awarded at the November 15, 1982 regular City Council
meeting. Ayes, 8; Nayes, None.
Moved by Councilman Bond, seconded by Councilman
Kulzer to amend the main motion to also state that the
specifications would provide bidding on a single axle and
a tandum axle vehicle. Ayes, 8; Nayes, None.

Moved by Councilman Legler, seconded by Councilman
Karnick to authorize Barbara Lutz as a replacement judge in
the 1st Ward for the November 2, 1982 General Election. Ayes,

Moved by Councilman Bond, seconded by Councilman
Pike to authorize City Staff to work with the Library Board
in their Library site selection process. Ayes, 8; Nayes,
None.

POSITION
Moved by Councilman Trautmann, seconded by Councilman
Klimek to authorize City Staff to review the resume's that
are submitted for the Assistant Ice Arena Manager position and
screen to ten (1"b) qualified applicants. Ayes, 8; Nayes, None.
CONSENT AGENDA

Trautmann to:
1. Pay all bills as audited
