HomeMy WebLinkAbout10-18-82 Hastings, Minnesota October 18, 1982 177 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 18, 1982 at 7:30 P.M. in the Council Chambers of City Hall. Members Present: Councilmen Legler, Kulzer, Pike, Trautmann, Karnick, Trutna, Klimek, Bond, and Mayor Stoffel. I Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of October 4, 1982 and hearing none declared the minutes approved as presented. '" m o m CO <( The Mayor opened for discussion the matter of the Northwest Ponding Basin and Trunk Storm Sewer Project, and in particular the motion of October 4, 1982 by Councilman Trautmann and Pike, to temporarily delay this program until further hearings, which motion had been carried over to this meeting. Discussion occurred among the City Council, and the audience was further heard on the matter. At the conclusion of the discussion. by the Council and the audience, a vote on the motion to temporarily delay was called. Moved by Councilman Trautmann, seconded by Council- man Pike to temporarily delay this program until meetings could be called at City Hall for residents affected by and interested in the Northwest Ponding Basin and Trunk Storm Sewer Project. A Committee of Councilman Trutna, Trautmann, and Public Works Director Len Olson will arrange the meetings. Ayes, 8; Nayes, None. I The Mayor called for a five minutes recess at 8:55 p.m. The Public Hearing was opened by the Mayor at 9:00 p.m. to hear and pass on all objections, written or oral, if any, to the proposed assessments on the 1982 Street Improvements. The legal notices of the hearing and the certified list of mailing were introduced into the record by the City Administrator/Clerk. The hearing had been properly called. Len Olson, Public Works Director, ex- plained the project as to cost and assessments per lot. The Mayor asked if anyone wished to speak on the issue. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the public hearing at 9:23 p.m. Councilman Trutna introduced the following Resolution and moved its adoption. Such proposed assessments, a copy of which is attached hereto and made a part hereof is hereby accepted and shall constitute the special assessments against the lands therein, and each tract of land therein and included is hereby found to benefitted by the proposed improvement in the amount of the assessment levied against it. 2. Such assessments shall be made payaQle in equal installments extending over a period of ten years. The first of the install- ments to be made payable on or before the first Monday of January 1983. Any deferred installments shall bear 13 percent interest which is the maximum allowable by State Statutes per annum. To the first installments shall be added interest on the entire assessment Resolution, until December 31, 1983. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, for thirty days after notification from the City Treasurer, pay to the City Treasurer, the whole of the assessment without interest, and he may at any- time, prior to certification of the assessment to the County Auditor, as hereby provided, pay the whole of the assessment against any parcel with interest accrued to the date of payment to the City Treasurer, and he may at anytime thereafter pay the County Treasurer the entire amount of the assessment remaining unpaid. 4. PUBLIC HEARING - SINGLE FAMILY ZONING, DISTRICT HOUSING DESIGN The Mayor opened the public hearing at 9:25 p.m. to hear and pass on all objections, written or~()~a1, if;any, to the proposed amendment to the Single Family Housing Design Standards. The legal notices of the hearing were introduced into the record by the City Administrator/Clerk. The hearing had been properly called. The Mayor asked if anyone wished to speak on the issue. Everyone wishing to speak on the issue was given the opportunity to do so. I I I i A Representative of the M.W.C.C. gave a presentation on the Status of the Hastings Sewage Treatment Plant Expansion Project. Funding problems have caused a delay. Moved by Councilman Pike, seconded by Councilman Trautmann to award the lease for the rental of land in the Industrial Park for the purpose of agricultural croppIng for the years 1983 and 1984 to Keith and Allan Carlson, for the sum of $55.00 per acre and a total of $5,610 per year. Ayes, 8; Nayes, None. Moved by Councilman Legler, seconded by Councilman Trutna to approve Resolution No. 64-82 awarding the bid for the purchase of a Type III Ambulance to Road Rescue Incorp- orated in the amount of $45,209. The rate for this provisional appointment is $8.00 per hour. The City Administrator/Clerk is directed to advertise for this vacanyuntil the deadline for accepting applications on November 12, 1982.
