The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, October 4, 1982 at 7:30 P.M. in the
Hastings National Guard Armory.

Members Present: Councilmen Legler, Kulzer, Trautmann, Pike,
Karnick, Trutna, Klimek, Bond, and Mayor Stoffel.
Members Absent:
None.
The Mayor called for additions or corrections to the minutes of
the meeting of September 20, 1982 and hearing none declared the minutes
approved as presented.

The Mayor declared the Public Hearing open at 7:35
P.M. The City Administrator/Clerk read the legal notice of
the Public Hearing and the certificate of mailing into the
record which were published September 23 and September 30,
1982. Mr. Dennis Palmer of Barr Engineering gave a present-
ation on the construction portion of the project and Mr. Gerard
B. :1Shamion of Springstead Incorporated gave a report on the
financing of the project. Comments from citizens were taken
at this time. A complete tape is on file in the office of the
City Administrator/Clerk. The Mavor closed the Public Hearing
at 9:37 P.M.
Moved by Councilman. Trautmann, seconded by Councilman
Pike to temporarily delay this program until further hearings.
Moved by Councilman Trutna, seconded by Councilman
Karnick to table the decision on the Northwest Ponding Basin
and Trunk Storm Sewer Construction project until the October
18, 1982 regular City Council meeting. Ayes, 6; Nayes,
Trautmann, and Pike. Motion passes.

The Mayor called for a five minute recess at 9:45 p..m.^
The Public Hearing was opened by Mayor at 9:50 p.m. PUBLIC HEARING -
to consider how entitlement funds are to be used and the entire FEDERAL REVENUE SHARING
budget of the City of Hastings. The legal notices of the hear-AND 1983 CITY BUDGET
ing were read into the record by the City Administrator/Clerk.
The Mayor asked if anyone wished to speak on the issue. Jim
Cooper explained the Lake Isabelle Restbration Project and
requested federal funding to be considered. Everyone wishing
to speak on the issue was given the opportunity to do so.
The Mayor closed the public hearing at 9:58 p.m.
Councilman Trutna introduced the following

of the City of Hastings, Dakota and Washington Counties, Minnesota
for the calendar year 1983 to be set at $2,780,370 and;

NOW, THEREFORE BE IT RESOLVED by the City'Council of the
City of Hastings, Minnesota:

That the City Administrator/C1erkSis hereby directed to set
the budget for the year 1983 at the sum of $~,780,307 and that he
directs the Dakota County and Washington County Auditor that the sum
of $h628,834 be levied upon the taxable property within the limits of
the City of Hastings, Minnesota.

Adopted by the City Council of the City of Hastings,
Minnesota this 4th Day of October, 1982.
Councilman Klimek seconded the motion to adopt said
Resolution and the same was passed by the following vote:
Ayes, 8; Nayes, None.
A complete itemized copy of the 1983 budget is on file
in the office of the City Administrator/Clerk.

CERTIFICATION TO COUNTY AUDITOR
This is to certify that there is now on hand, sufficient
funds for the 1983 principal and interest on the following bonds
and that the County Auditor is directed to reduce the levy for these
funds by the following amounts, pursuant to Minnesota Statutes 1949,

Veterans Park to the low bidder, Mark Redding Construction

two hockey rinks, one behind the Civic Arena and the other
behind the Senior High School, to Mark Redding Construction

Mr. Jeff Shelstad, representing a group of citizens
from the Dakota Hills area, gave a presentation to the City
Council requesting that a hockey rink, be installed in Dakota
Hills Park. The City Council received two (2) petitions, one
signed by adult~ requesting the rink'and one signed by children
requesting the rink. Moved by Councilman Bond, seconded by
Councilman Klimek to reinstate the hockey rink at Dakota Hills
Park for use during the 1982-1983 season. This would be subject
to using Mr. Shelstadts hockey boards or the possibility of an
agreement with Community Education. Ayes, 8; Nayes, None.

Moved by Councilman Kulzer, seconded by Councilman
Trutna to pay the outstanding bill to RCM Engineering Firm and
request an audit.
Moved by Councilman Bond, seconded by Councilman
Trautmann, to table the HRA Report until the October 18, 1982
regular City Council meeting~ After some discussion the
motion and second to table were withdrawn.
Moved by Councilman Kulzer, seconded by Councilman
Trautmann to amend the main motion to authorize a professional
audit with legal counsel review regarding the RCM charges and to
not pay the bill at this time. The City Administrator/Clerk and
the City Attorney are authorized to select a CPA to conduct the
audit. Ayes. 8; Nayes, None.
Moved by Councilman Trutna, seconded by Councilman
Karnick to hire Barr Engineering to set up a monitoring
program and test and analyze the appropriate wells that may
be affected by the former Hastings Landfill. Ayes, 7; Naye,
None. Legler abstained.
Moved by Councilman Trautmann, seconded by Council-
man Klimek to authorize advertisement for bids for the completion
of the arena roof and to reroof the fire 'station and the police
station. The bids to be opened on October 29, 1982 at 10:00 a.m.

Kulzer to change the position of one parkkeeper to a foreman
position under the Local 49 agreement. Ayes, Legler, Kulzer,

Moved by Councilman Legler, seconded by Councilman
Pike to have the City Staff check into the feasibility of
having the animals picked up by the animal warden impounded at
Security Kennels, 21992 Ravenna Trail. Ayes, 8; Nayes, None.
