HomeMy WebLinkAbout09-20-82 Hastings, Minnesota September 20, 1982 169 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, September 20, 1982 at 7:30 p.m. in the Council Chambers of City Hall. ~ I I I Members Present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Klimek, Bond, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of September 7, 1982 and the minutes of the Special Meeting for Canvassing of Primary Elections September 15, 1982 and hearing none declared the minutes approved as presented. ~ OJ o CD CD <t Moved Pike to approve Prairie Streets of the garage. by Councilman Trutna, seconded by Councilman the Mike Pugh - Minor Subdivision at 2nd and (901 West 2nd Street) subject to the moving Ayes, 8; Nayes, None. Moved by Karnick to approve conversion for the Street. Ayes, 8; Councilman Legler, seconded by Councilman the special use permit for a two family Gene Jbhnson house located at 1803 Ramsey Nayes, None. Moved by Councilman Bond, seconded by Councilman Klimek to approve the variance for a chimney setback. The required setback is 15 feet, the approved setback is 11 feet 8 inches. At the North entrance to Hastings on Highway #61 2. At the South entrance to Hastings at the Junction of Highway 61 and 316 3. Todd Field 4. West entrance of Hastings on Highway 55 between Westview and Pleasant Streets Moved by Councilman Trautmann, seconded by Council- man Bond to approve the second reading of the CAble Television Franchise Ordinance with the change b~ing noted on page 26 the first paragraph, the fifth line shall read "in the event that the Hastings Senior High School site should not be avail- able, the studio described above shall be located at a site agreeable to the City of Hastings and the Hastings Cable Television Company." Ayes, 8; Nayes, None. ~ I I Moved by Councilman Pike, seconded by Councilman Bond to table the Fire Department Relief Association Pension increase request. Ayes, Pike, Klimek, Bond; Nayes, Legler, Kulzer, Trautmann, Karnick, and Trutna. Motion to table fails. Moved by Councilman Trutna, seconded by Councilman Legler to approve the Hastings Fire Department Relief Association Request increase in pension benefits from $1,200 per year to $1,400 per year per fireman. $7,200 will be appropriated in the 1983 Fire Department Relief Association Budget. Ayes, 6; Nayes, Pike and Bond. Moved by Councilman Trutna, seconded by Councilman Legler to hire Gary Kramer to do the 1982 audit for the City of Hastings for a fee of $9,200. Ayes, 8; Nayes, None. This policy would include 1.) Prior building Dept. certification to sidewalks needing repair or replacement, 2.) The property owner gets a prior estimated cost on which the City will base 50% City participation paid after satisfactory completion of sidew~lk reconstruction 3.) The work is accomplished by a licensed contractor, 4.) The property owner gets prior approval by the Cit~ and the work is done according ~o the City Engineer's specifications. Moved by Councilman Trautmann, seconded by Councilman Kulzer to amend the main motion on the sidewalk construction and direct staff to draft a resolution for the Council to act upon at the October 4, 1982 regular City Council meeting. Moved by Councilman Pike, seconded by Councilman Trautmann to authorize the City Attorney to sign a contract with the Local Abstract Company whereby the first abstract of title will cost $200.00 and all abstracts after the first will be provided at a cost of $50 to $60 for the Hastings Industrial Park No.2. Ayes, 8; Nayes, None. Moved by Councilman Legler, seconded by Councilman Kulzer to authorize the City Attorney to proceed with a Quit Claim Deed for the Pleasant Drive North - North of 1st Street to CSAH #42 easement - with the Sisters of Charity. Ayes, 8; Nayes, None. Moved by Councilman Kulzer, seconded by Councilman Bond to adopt Resolution No. 55-82 rescheduling the Public Hearing for the 1982 Street Improvements from the October 4, 1982 regular City Council meeting to the October 18, 1982 regular City Council meeting. Ayes, 8; Nayes, None. Resolution on file. o Moved by Councilman Trautmann, seconded by Councilman Trutna to adopt Resolution No. 56-82 ordering the final payment to Aero Asphalt for the Lake Rebecca Parking lot in the amount of $34,609.37. Moved by Councilman Trautmann, seconded by Councilman Pike to have a professional audit with legal counsel-doQe to determine the compensation owed to RCM with regard to the Downtown Project. Moved by Councilman Trautmann, seconded by Councilman Trutna to table any action on the report submitted to the Council by the Mayor's Downtown Committee until staff has time to review the report and submit a response to the Council. Moved by Councilman Kulzer, seconded by Councilman Trautmann to accept the Mayor's appointment of Wally Erickson as the Liaison for the City of Hastings with the State of Minnesota Waste Management Board. Ayes, 7; Naye, Legler. Moved by Councilman Trautmann, seconded by Councilman Klimek to adopt Resolution No. 57-82 opposing the. United Telephone Systems proposed increase. Ayes, 8; Nayes, None.
