The City Council of the City of Hastings, Minnesota met in a
regular meeting on Tuesday, September 7, 1982 at 7:30 P.M. in the Council
Chambers of the City Hall.

Members Present: Councilmen Legler, Kulzer, Trautmann, Pike,
Karnick, Trutna, Klimek, Bond, and Mayor Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes of
the meeting of August 16, 1982 and hearing none declared the minutes
approved as presented.

The Public Hearing was opened by the Mayor at 7:35
p.m. to hear and pass on all objections, written or oral, if
any, to the proposed assessments on the Pleasant Drive North
Project. The Legal Notices of the Hearing and the Certified
list of mailing were introduced into the record by the City
Administrator/Clerk. The hearing had been properly called.
Len Olson, Public Works Director, explained the project as
to total cost and assessments. The Mayor asked if anyone
wished to speak on the issue. Everyone wishing to speak
on the issue was given the opportunity to do so. The Mayor
closed the hearing at 7:44 p.m.

PLEASANT DRIVE NORTH
Councilman Kulzer introduced the following Resol-
ution and moved its adoption.

ADOPT ASSESSMENTS -
PLEASANT DRIVE NORTH

WHEREAS, pursuant to proper notice duly given as
required by law, the Council has met and heard and passed
upon all objections to the proposed assessments for the
improvement of the following:
Pleasant Drive North - West 4th Street to C.S.A.H. #42
SAP 130-129-11
Street, Storm Drainage Facilities, Utilities
NOW, THEREFORE BE IT RESOLVED BY the City Council of
the City of Hastings, Minnesota:
1. Such proposed assessments, a copy of which is attached
hereto and made a part hereof is hereby accepted and
shall constitute the special assessments against the
lands therein, and each tract of land therein included
is hereby found to be benefitted by the proposed
improvement in the amount of the assessment levied
against it.

2. Such assessment shall be made payable in equal install-
ments extending over a period of ten years. The first
of the installments to be payable on or before the first
Monday of January, 1983. Any deferred installments shall
bear thirteen percent (13%) interest which is the maximum
allowable by State Statutes per annum. To the first
installments shall be added interest on the entire assess-
ment, from the date of this assessment resolution until
December 31, 1983. To each subsequent installment when
due shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may, for thirty days
after notifications from the City Treasurer, pay to the
City Treasurer, the whole of the assessment without interest,
and he may at anytime, prior to certification of the assess-
ment to the County Auditor, as hereby provided, pay the whole
of the assessment against any parcel with interest accrued to
the date of payment to the City Treasurer, and he may at any
time thereafter pay the County Treasurer the entire amount
of the assessment remaining unpaid.

4. The City Clerk shall forthwith transmit a certified
duplicate of this assessment ,to the County Auditor
to be extended on the proper tax list of the County
and such assessments shall be collected and paid
over in the same manner as other municipal taxes.
Adopted by the City Council of the City of Hastings,
Minnesota this 7th day of September, 1982.

The Public Hearing was opened by the Mayor at 7:45
p.m. to consider the construction of a bus garage at 9th and
10th Street West of Pine Street. The notices of the hearing
were read into the record by the City Administrator/Clerk.
The Mayor asked if anyone wished to speak on the issue. Mr.
Todd Manske presented a petition with 29 signatures on it
opposing the construction of the bus garage. Mr. Dick Fuchs,
Architect for the project, spoke in favor of the project.
Mr. Allan Cowden and Darlene Cowden spoke in opposition of the
project. Margaret Heisler spoke in opposition of the project.
Mr. Jim Peters, Mr. Ron Christenson, and Mr. Russ Vermillion
spoke in favor of the project. Everyone wishing to speak on
the issue was given the opportunity to do so. The Mayor closed
the Public Hearing at 8:21 P.M.
Moved by Councilman Kulzer, seconded by Councilman
Klimek to refer the bus garage reconstruction to the Planning
Committee of the City Council. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Karnickto award the bid for the Type III Ambulance to
Pierce Manufacturing Company in the amount of $39,999,00
plus additional equipment needed but not to exceed $43,633.

Bond to reject the current bids that were received and rebid

Klimek to pass the third and final reading for the rezoning,
the Preliminary Plat, and the Planned Residential Development
Permit of the Riverwood Manufactured Housing Development.
This is subject to the Planning Commission's recommendation,
which conditioned approval on the 7-29-22 staff report, and
the Metropolitan Council's review of the Comprehensive Plan

Trutna to adopt Resolution No. 48-82 urging the Metropolitan
Waste Control Commission and the Minnesota Pollution Control
Agency to proceed with the expansion of Hastings Sewage

Karnick to have the Planning Committee of the City Council
look into other possibilities of business at the former

Kulzer to accept the resignation of Kristine Schmitz from the
Natural Resources and Recreation Commission. The Council
expresses its thanks to Ms. Schmitz for her participation on

Kulzer to approve the following 1982 budget items for the
Natural Resources and Recreation Commission. Ayes, 8; ~ayes,

Levee Park - build a barricade at the entrance of concrete
ramp - $450.00
Pioneer Park - put up a 100 foot fence along 15th Street from
home plate pass third plate - $650.00
Veterans Park - Build a barricade on lower road off of
10th Street. Fence off top of the hill overlooking
10th Street. $5,000.00

Jaycee Park - develop part of the unfinished park after the
Department of Natural Resources builds up the public
launch ramp. To close both ends of the park to vehicle
traffic. To provide a parking area at the east end of the
park, and a west end will have a parking area when the boat
launch is built. Also to put in black dirt in the enclosed
area and seed it. $3,000.00
East Side Park - finish the improvement of the park accord-
ing to the adopted plan, complete the parking area and
fencing areas, finish picnic area, lighting, staircase
to the lake, waterfountain and shade trees. $5,000.00
Wilson Park - Join the first and third base seating areas
with the seating area behind the home place. Make a
semi-circle and close the gap between seating areas.

across the 18th Street Bridge, off to the left into Old
