The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, August 16, 1982 at 7:30 P.M. in the City
Hall Council Chambers.
Members Present: Councilmen Legler, Kulzer, Trautmann, Pike,
Karnick, Trutna, Klimek, Bond, and Mayor
Stoffel.

Members Absent: None.
The Mayor called for additions or corrections to the minutes of
August 2, 1982 and hearing none declared the minutes approved as presented.

Moved by Councilman Bond, seconded by Councilman
Klimek to table the award of the Type III Ambulance for the
Gityof Hastings until the September 7, 1982 regular City
Council meeting. Chief Latch was directed to contact Garwood -
Twin City Truck Equipment, Incorporated who had the low bid to
obtain additional information regarding the specifications of
their ambulance. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Councilman
Trutna to adopt Resolution No. 39-82 Awarding the bid for
hospitalization, Group Life Insurance, and AD&D for City
Employees to Wisconsin Employers, the lowest bidder. Ayes 5;
Nayes, Pike, Klimek, and Bond. Motion passes. Resolution on
file.

Moved by Councilman Trautmann, seconded by Councilman
Pike to adopt Resolution No. 40-82 awarding the bid for the long
Term Disability Insurance to Canada Life Assurance Company the
low bid. This would be for the $1,200.00 maximum per month.

Moved by Councilman Kulzer, seconded by Councilman
Legler to adopt Resolution No. 41-82 awarding the bid for the
Pleasant Drive North Bike-way Construction to Cannon Valley
Construction the low bidder in the amount of $13,107.00. This
is subject to Dakota County approval because funding for this
project is to come from the County. Ayes, 7; Naye, Karnick.

Moved by Councilman Karnick, seconded by Councilman
Klimek to adopt Resolution No. 42-82 to award the bid for the
10th Street Turnback Project to Arcon Construction Company the
low bidder in the amount of $541,127.95. Ayes, 8; Nayes, None.

Moved by Councilman Trautmann, seconded by Councilman
Legler to adopt Resolution No. 43-82 awarding the bid for the
Bituminous Surfacing of the parking lot for Lake Rebecca to the
low bidder Aero Asphalt, Incorporated in the amount of
$37,716.00 Ayes, 8; Nayes, None. Resolution on file.

Pike to award the bid for the complete replacement of the Civic
Ice Arena Roof to Berwald Roofing Company of St. Paul. Ayes,
Trautmann and Klimek; Nayes, Legler, Kulzer, Pike, Karnick,
Trutna, and Bond. Motion fails
Moved by Councilman Kulzer seconded by Councilman
Bond to adopt Resolution No. 44-82 to award the bid for re-
placing the existing rolled roofing and shingles with the
specified elastic sheet roofing as shown in the drawings and
specification to Keehn Brother, Incorporated of Minneapolis
in the amount of $29,300.00. This was presented as an
alternate number one. Ayes, 8; Nayes, None. Resolution on

Bond to set a Public Hearing for the September 7, 1982 regular
City Council meeting at 7:30 P.M. for the consideration of the

Legler to approve the encroachment on to the right-of-way for
awnings at the Holzmer Shoe Store - 103 East 2nd Street. Ayes,

Moved by Councilman Bond to table the 1st Reading of
the Cable Television Franchise Ordinance until the Administrative
Committee has an opportunity to review it. Motion dies for lack
of second.
Moved by Councilman Trautmann, seconded by Councilman
Legler to pass the first reading of the Cable Television
Franchise Ordinance. Ayes, 7; Naye, Bond.
Moved by Councilman Kulzer, seconded by Councilman
Legler to approve the request of the Police Reserve to purchase
10 streamlite 20 inch rechargeable flashlights for a total cost
of $735.00. Ayes, 8; Nayes, None.

Adoption of Assessments for Pleasant Drive North from the
Intersection of West 4th Street and Pleasant Drive North thru
C.S.A.H. #42 - Grading, Concrete Gutter and Curb, Sidewalks,
Street Surfacing, area Drainage and Storm Sewer. Ayes, 8;

for the study on the downtown development project gave a
presentation to the Council on their findings and results
of surveys taken on the downtown development project.
Moved by Councilman Trautmann, seconded by Councilman
Pike to submit the report to the Hastings HRA. Ayes,
