HomeMy WebLinkAbout07-19-82 Hastings, Minnesota July 19, 1982 151 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 19, 1982 at 7:30 P.M. in the City Council Chambers of the City Hall. Members Present: Councilman Legler, Kulzer, Trautmann, Karnick, Pike, Trutna, Klimek, Bond, and Mayor Stoffel. r , Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of July 6, 1982, and hearing none declared the minutes approved as presented. 'r'I m o m m <C The Public Hearing was opened by the Mayor at 7:31 p.m. to consider rezoning A to R-3 for portions of Riverwood Manufactured Housing Development - County Road #47 and Vermillion River - Star Realty. The notices of the hearing were read into the record by the Mayor. The Mayor asked if anyone wished to speak on the issue. Mr. Victor Kieffer and Mr. Loren Bauer spoke in opposition of the project. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the public hearing at 7:35 P.M. Moved by Councilman Legler, seconded by Councilman Karnick to pass the 2nd reading rezoning the Snyder property to an R-2 zoning classification. Ayes, Legler, Kulzer, Trautmann, Karnick, Bond; Nayes, Pike, Trutna, Klimek. Motion passes. \ Moved by Councilman Karnick, seconded by Councilman Klimek to table the 3rd reading rezoning A to R-3 for portions of Riverwood Manufactured Housing Development, County Road #47 and Vermillion River - Star Realty,until the reviews from the Metropolitan Council on the Comprehensive Plan Amendment are received and the Environmental Worksheet is completed. Ayes, 8; Nayes, None. Moved by Councilman Karnick, seconded by Councilman Legler to not allow antique car storage in the building located at the corner of 2nd and Bass Streets. Moved by Councilman Bond, seconded by Councilman Kulzer to enter into a Maintenance Agreement for separated County funded bike paths between the County of Dakota and City of Hastings. A copy of this agreement will be kept on file in the Office of the City Administrator/Clerk. Ayes, 7; Nayes, Karnick. r Moved by Councilman Kulzer, secorided by Councilman Trautmann to pass Resolution No. 34-82 authorizing the adver~ tisement of bids for the Pleasant Drive North Bikeway. Bids to be opened on August 12, 1982 at 10:00 a.m. and considered for award at the August 16, 1982 regular City Council meeting. Ayes, 7; Naye, Karnick. Resolution on file. Moved 9Y Councilman Kulzer, seconded by Councilman Bond to approve the minor subdivision at 1716 Pine Street - Paul Murphy, subject to the easement for utilities being included before the subdivision is recorded with the County. HOUSING DEVELOPMENT ORDINANCE INTERPRE- TATION - ANTIQUE CAR STORAGE IN R-2 ZONE MAINTENANCE AGREEMEN1 FOR BIKE PATHS RESOLUTION NO. 34-82 AUTHORIZE ADVERTISE- MENT FOR BIDS - PLEASANT DRIVE NORTH BIKEWAY MINOR SUBDIVISION - 1716 PINE STREET 152 SET PUBLIC HEARING - FEDERAL REVENUE SHARING FUNDS . EMPLOYEE GROUP INSURANCE RESOLUTION NO. 36-82 NO WAKE FOR MISSISSIPPI RIVER CONSENT AGENDA ADJOURNMENT ATTEST: July 19, 1982 Moved by Councilman Karnick, seconded by Councilman Klimek, to set the Public Hearing concerning the proposed use of Federal Revenue Sharing funds to be received by the City during the calendar year 1983 and appropriated revenue sharing funds received by the City during the calendar year 1982 for the August 2; 1'982 regular City Council meeting. Ayes, 8; Nayes, None. Moved by Councilman Legler, seconded by Councilman Karnick to pass Resolution No. 35-82 authorizing the advertise- ment for bids for the 10th Street Turnback Project, bids to be opened on August 13, 1982 at 10:00 a.m. and considered for award at the August 16, 1982 regular Council meeting. Ayes, 8; Nayes, None. o Moved by Councilman Kulzer, seconded by Councilman Trutna, to alter existing signing on 1st Street so that the following signs remain: 1.) 1st and Pleasant - no right turn onto Eastbound 1st Street. 2.) No left turn onto South- bound Pleasant Drive. 3.) Sign on CSAH 42 and 1st Street appropriately directing traffic to Pleasant Drive. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Karnick to have prospective insurance companies that bid for the City Employees Group Health Life and Long Term Disability Insurance to include the no-open enrollment clause and the open enrollment clause both. Ayes, 8; Nayes, None. Moved by Councilman Legler, seconded by Councilman Trautmann to pass Resolution No. 36-82 authorizing City staff to contact the proper agencies regarding a no wake rule for the Levee area on the Mississippi River.
