The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, June 21, 1982 at 7:30 P.M. in the Council
Chambers of City Hall.
Members Present: Councilmen Legler, Kulzer, Trautmann, Pike,
Karnick, Trutna, Klimek, Bond and Mayor Stoffel.
Members Absent:
None.
The Mayor called for additions or corrections to the minutes of
the meeting of June 14, 1982 and hearing none declared the minutes approved
as presented.
Moved by Councilman Trutna, seconded by Councilman
Pike to pass the 2nd Reading for the creation of a mobile home
zoning district to the City Code. The Public Hearing was set
for the July 6, 1982 regular City Council meeting at 7:30 P.M.
Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Klimek to approve the Home Occupation permit for a photography
studio at 1336 Honeysuckle Lane - J. Minder.
Moved by Councilman Bond, seconded by Councilman
Klimek to table the home occupation permit at 1336 Honeysuckle
Lane - J. Minder until the July 6, 1982 regular City Council
meeting so that all surrounding neighbors can be notified.

Moved by Councilman Legler, seconded by Councilman
Kulzer to approve the sideyard setback variances for converting
a duplex to a twin home - South side of County Road 54 near the
Eastern City limits - Paul Reuter. This variance is subject
to approval of a minor subdivision. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Bond to pass the 1st Reading to rezone 'A' to 'R-3' for
Riverwood Manufactured Housing Development - County Road 47
and Vermillion River - Star Realty. This is subject to the
outcome of the Environmental Review process and the proposed
Comprehensive Plan' amendment relating to this area. The
Public Hearing was set for July 19, 1982 at the regular City
Council meeting. Ayes, 8; Nayes, None.
Moved by Councilman Bond to deny the request to
amend the approved planned residential development for the
project at 23rd and Cannon Streets. Motion dies for lack
of second.
Moved by Councilman Trutna to approve the request
to amend the planned residential development approved for
the project at 23rd and Cannon Streets. Motion dies for
lack of a second.
Moved by Councilman Legler, seconded by Councilman
Karnick to pa!:!sReso1ution No. 26-82-to request the Hastings
Pa.r"tTcipation in the C~RSUS Berea1:!'s Neighborhood Statistics
Program. Ayes, 8; Nayes, None. Resolution on file.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to pass Resolution No. 27-82 enforcing the Sub-
division laws as coded in Minnesota Statutes Section 272.162.

Moved by Councilman Trautmann, seconded by Council-
man Pike to pass the second reading of the ordinance amend-
ment regulating the keeping and licensing of dogs, amending
Section 9.21 of the City Code. Ayes, 7; Nayes, Legler.
Motion passes.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to pass Resolution No. 28-82 requesting the U.S.
Army Corps of Engineers to conduct studies to determine the
feasibility of developing an emergency streambank or shore-
line protection project at Levee Memorial Park. Ayes, 8;
Nayes, None. Resolution on file.

Moved by Councilman Klimek, seconded by Councilman
Karnick to adopt the preliminary transit budget for 1983.
This budget is subject to review again with all City budgets.
Ayes, 8; Nayes, None.
Moved by Councilman Legler, seconded by Councilman
Trutna to have Mr. Gary Kramer do the audit of 1982 financial
records for the City of Hastings. Ayes, Legler, Kulzer, Trutna,
Karnick; Nayes, Trautmann, Pike, Klimek, Bond, and Mayor
Stoffel. Motion fails.
Moved by Councilman Trautmann, seconded by Council-
man Karnick to deny the request of John and Janet Johnson
for the City to cost share in the installation of a fence
on their property. There will be no hockey rink installed
in Dakota Hills Park. Ayes, 6; Nayes, Pike and Bond.
Motion to deny passes.
Moved by Councilman Trutna, seconded by Councilman
Trautmann to adopt Resolution No. 29-82 ordering the feasibil-
ity study for the North West storm drainage area, and request
for the consultants' cost estimate to prepare the study.
Ayes, 8; Nayes, None. Resolution on file.

Trutna for the City staff to pursue acquisition of a
modernized voting system for the City. Ayes, 7; Nayes,:
None. Councilman Trautmann was absent for the vote.
Moved by Councilman Kulzer, seconded by Councilman
Trutna to pay all bills as audited. Ayes, 8; Nayes, None.
Moved by Councilman Karnick, seconded by Councilman
