HomeMy WebLinkAbout05-17-82 Hastings, Minnesota May 17, 1982 129 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, May 17, 1982 at 7:30 P.M. in the City Council Chambers of the City Hall. I Members Present: Councilmen Legler, Kulzer, Trautmann, Karnick, Pike, Trutna, Klimek, Bond and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of May 3, 1982 and the special meeting of May 5, 1982 and hearing none declared the minutes approved as presented. 'r'I OJ o CD m <t The Public Hearing was opened by the Mayor at 7:33 P.M. to consider the proposed use of $25,000.00 unappropriated Federal Revenue Sharing Funds. The notices of the hearing were read into the record by the City Administrator. The Mayor asked if anyone wished to speak on the issue. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the Public Hearing at 7:34 P.M. Moved by Council Legler, seconded by Councilman Pike to allocate $25,000.00 of unappropriated Federal Revenue Sharing Funds into the 1982 City Budget. Ayes, 8; Nayes, None. ,-- I I I Moved by Councilman Trautmann to adopt Resolution removal of 200 diseased Dutch in the amount of $35,760.00. Ayes, 8; Nayes, none. Legler, seconded by Councilman #18-82 awarding the bid for the Elm Trees to Hoffman & McNamara Copy of resolution on file. Co. Moved by Councilman Trautmann, seconded by Councilman Legler to pass the first reading of the ordinance amendment to rezone the two residentially used parcels on the North side of East 10th Street east of the railroad tracks from an 1-2 zoning classification to an R-2 zoning classification. Ayes, 7; Abstain, Pike. Moved by Councilman Kulzer, seconded by Councilman Klimek to set the Public Hearing date for the rezoning of the two parcels on the North side of East 10th Street and East of the railroad tracks for the June 7, 1982 regular City Council meeting. Ayes, 8; Nayes, none. Moved by Councilman Legler, seconded by Councilman Pike to adopt Resolution #19-82 whereby Dakota County would fund 100% of the bike-way trail design and development for the section of Pleasant Drive from 4th Street to County Road 42. Further, the City of Hastings requests the Dakota County Board to consider funding a trail the entire length of Pleasant Drive. Copy of resolution on file. Ayes, 7; Naye, Karnick. r- r-- Moved by Councilman Trautmann, seconded by Councilman Legler to have the Planning Committee of the Council review Mr. King's request for an 8' by 23' addition to his apartment build- ing at 4th and Tyler Streets. This addition would be for solar heating. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Karnick to leave the liquor license fee as they are at present, for on-sale and Sunday and Club, and review at budget time for calendar year 1983. Moved by Councilman Trautmann, seconded by Councilman Pike to have a architect and structural engineer review the Civic Ice Arena Roof and draw up specifications including reroofing and insulation. The specifications to be brought back before the Council for review prior to authorizing advertising for bids. Ayes, 8; Nayes, none. n Moved by Councilman Trutna, seconded by Councilman Bond to have the obvious existing roof defects of the Civic Ice Arena repaired in the immediate future to prevent any further damage until the final plans and specifications can be reviewed by the Council and permanent corrections made. Moved by Councilman Bond, seconded by Councilman Trutna to request the Hastings Library Board to pay for the legal and research expenses involved with the building of a new library on what is currently identified as undeveloped park land at Highway 55 and Pleasant Avenue. Ayes, 7; Naye, Karnick. Moved by Councilman Pike, seconded by Councilman Trautmann to approve the real estate tax abatement for the parcel number 19-10500-030-21. The assessed value should be reduced from $4,484.00 to $3,493.00. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Council- man Klimek to adopt the Resolution #20-82 approving the application form for the license of amusement devices. Copy of resolution and application on file. Ayes, 8; Nayes, none. o Moved by Councilman Trutna, seconded by Councilman Klimek to approve the Peavey Park Lease agreement as presented. The lease agreement would be for a term of five years beginning April 1, 1982 thru March 31, 1987. A copy of the lease is on file in the office of the City Attorney and the City Clerk. Moved by Councilman Legler, seconded by Councilman Kulzer to adopt Resolution #21-82 to waive the potential contractual claim by the City against its insurance carrier Crum and Forster for partial reimbursement of monies paid to the Dorshner's in October of 1979 when the City purchased their home from them in settlement of all claims with respect to the 1978 floods.
