The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, May 3, 1982 at 7:30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Legler, Kulzer, Pike, Karnick, Trutna,
Bond, Klimek, and Mayor Stoffel.
Members absent:
Councilman Trautman.
The Mayor called for additions or corrections to the minutes of the
meeting of April 19, 1982 and hearing none declared the minutes approved as presented.
Moved by Councilman Legler, seconded by Councilman Kulzer
to adopt Resolution #15-82 amending the Comprehensive Plan permit-
ting seasonal and mineral extraction uses as a special use in a
agricultural zoning district. Ayes, 7; Nayes, none.

Moved by Councilman Trutna, seconded by Councilman Kulzer
to authorize the advertisement for bids for Dutch Elm Diseased
Tree removal. Bids to be opened on May 17 at 10:00 A.M. and con-
sidered for award at the regular Gity Council meeting on May 17,
1982 at 7:30 P.M. The Dutch Elm program will follow the same pro-
cedures as in the year 1981 with the exception of the cost ratio
being split sixty percent (60%) paid by the City and forty percent
(40%) paid by the property owner. Ayes, 7; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Klimek to pass the first reading of the ordinance amendment of
Section 9.72 having to do with consumption of beer or liquor on
streets and public property. Ayes, 7; Nayes, none.
Moved by Councilman Pike, seconded by Councilman Klimek
to authorize the hiring of an architect to draft specifications
for repair of the arena roof including the insulation of the
exterior.
Moved by Councilman Kulzer, seconded by Councilman
Bond to table the arena roof repair decision until the May 17,
1982 regular City Council meeting. Ayes, 7; Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman
Klimek to increase the ice rental fees from sixty dollars ($60.00)
per hour to sixty-five dollars ($65.00) per hour for tax exempt
groups and to sixty-eight dollars and twenty-five cents ($68.25)
per hour for non-exempt groups. Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Kulzer to approve the installation of no parking signs from
2:00 A.M. to 6:00 A.M. on Ramsey starting from 1st Street thru
3rd Street and on Sibley Street from 1st Street thru 3rd Street.
Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Pike to authorize the Mayor and the City Administrator to ex-
ecute the appropriate final form of lease as approved by the
City Attorney for the Mississippi River Boat landing. A copy
of the final lease is on file in the office of the City
Attorney. Ayes, 7; Nayes, none.

Moved by Councilman Karnick, seconded by Councilman
Pike authorizing the Mayor and the Administrator to execute
the appropriate mortgage subordination agreement for pro-
perty in East Hastings. The Dakota County HRAhas taken
over complete responsibility for the Administration of'
the loan. Ayes, 6; 'Naye, Legler. Motion passes.
Moved by Councilman Bond, seconded by Councilman
Klimek to adopt resolution #16-82 for the public auction of
forty-nine (49) unclaimed bicycles. The sale will be held n
on June 1, 1982 at 6:30 P.M. at the Hastings Auction Service"
19th and Vermillion Streets. Money received from the sale
will go toward the Bicycle Safety Program. Resolution ,
on file. Ayes, 7: Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Legler to approve change order #1 for Pleasant Drive North.
The change order was necessary in order to develop required
depth between the finished grade of Pleasant and a ten
inch water main. The change order is for the amount of
four-thousand eight-hundred and sixty-five dollars
($4,865.00). Ayes, 7; Nayes, none.
Moved by Councilman Kulzer, seconded by Council-
man Klimek to approve the following items on the consent
agenda. Ayes, 7; Nayes, none.
1.) Pay all bills as audited.
2.) Off-sale non-intoxicating malt liquor
license - KOA Oil Company (Jet Gas)
1421 Vermillion St., Hastings, Minnesota.
3.) Austin P. Keller - Partial payment -
Pleasant Drive - $74,043.50.
Moved by Councilman Pike, seconded by Councilman
Kulzer to adjourn the meeting at 9:20 P.M~' Ayes 7; Nayes,
none.
