The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, April 19, 1982 at 7:30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Bond and Mayor Stoffel.
Members absent: Councilman Klimek.
The Mayor called for additions or corrections to the minutes of the
m~eting of AprilS, _1982 and hearing none declared the minutes approved as presented.

The above referenced 1982 Petitioned Improvements
have been authorized for advertisements for bids, with a bid
opening date of 5-28-82 with Council consideration at the

Moved by Councilman Legler, seconded by Councilman
Trutna to approve the Home Occupation Permit for an office for a
Recycling Collection Business at 305 West 5th Street - Stan
Langenfeld. The approval is based and conditioned upon the
Planning Commission's recommendations. Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Kulzer to approve the Home Occupation Permit for a Saw Sharpening
Business in the basement of the home at 905 Ramsey Street -
Jerome Marzen. Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Kulzer to approve the 1982 Rivertown Days Steering Committee
Request for:
1) Closure to vehicle traffic of that portion of Tenth
Street between Highway 55 and Walnut Street, from
Saturday, July 24th, 8:00 A.M. through Sunday,
July 25th, 8:00 P.M.
2) Closure to vehicle traffic of East Second Street
between Spring Street and just south of Tyler
Street, between 9:45 A.M and 11:00 A.M. Saturday,
July 24th.
3) Police protection along the five mile "River Run"
route, particularly at various street intersections
as participants pass by.

4) Barricade, no parking signs, and flashing caution
lights positioned along Highway 55 prohibiting parking
on both sides of Highway 55 from Spring Street to Maple
Street, during the time period of Saturday, July 24,
6:00 A.M. through Sunday, July 25, 8:00 P.M. We
understand that speed limits cannot be reduced in this
area because of it being a State highway; these
restrictions will hopefully reduce risk of accident.
Staff has also been authorized to cooperate with the Rivertown Days
Steering Committee for City assistance in this project. Ayes, 7;

to pass a resolution naming the City Administrator also as the
City Clerk effective May 15, 1982. Resolution on file. Ayes, 7;

Moved by Councilman Kulzer, seconded by Councilman Pike
to accept the resignation of the Administrative Secretary, 'Bonnie
Dahl effective 4-21-82.
Moved by Councilman Pike, seconded by Councilman Kulzer
to set the Public Hearing dates for the Cable T.V. applicant present-
ations for June 23rd at 7:00 P.M. in the City Hall Council Chambers
and June 24, 1982 at 7:00 P.M. in the City Hall Council Chambers.
The order of presentation will be per the Cable Committees recommend-
ation as presented in the April 12, 1982 Cable Minutes. Ayes, 7;
Nayes, none.
Moved by Councilman Trutna, seconded by Councilman Bond
to pass a resolution for the City of Hastings to provide rescue
service for Washington County. Resolution on file. Ayes, 7; Nayes,
none.
Moved by Councilman Bond, seconded by Councilman Kulzer
to accept the resignation of Arnold Endres effective April 10, 1982
as a volunteer firefighter. The Council expresses its thanks to
Mr. Endres for his years of service. Ayes, 7; Nayes, none.

Moved by Councilman Kulzer, seconded by Councilman Pike
to have the City pay only the commercial portion of the Dog Catcher's
telephone bill. An adjustment will be made in future bills on bver-
payments to the Dog Catcher for the months of December, January,
February and March. Ayes. 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman Kulzer
to pass a resolution requesting Dakota County Highway Department to
conduct a review of the speed limits on County Road #91 and set the
speed limit at 35 miles per hour. Ayes, 7; Nayes, none. Resolution
on file.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to appoint Lisa Youngren as the Administrative Secretary
effective April 20, 1982. Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman Trutna
,to have the Administrative Committee look into the fee charges of
the On-Sale Liquor License. Ayes, 7; Nayes, none.

The Mayor stated that May 6th will be the date when
Smead Manufacturing Company will be recognized for their 75 years
of business in the City of Hastings and 10th Street will also be
designated as Smead Boulevard.
The Mayor proclaimed the week of April 19th through
the 24th as volunteer recognition week.
