The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, AprilS, 1982 at 7:30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Klimek, Bond and Mayor Stoffel.
Members absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of March 15, 1982 and hearing none declared the minutes approved as presented.
The Public Hearing was opened by the Mayor at 7:32 P.M. PUBLIC HEARING - 1982
to consider the following improvements designated (Improvements PETITIONED STREET
1982). IMPROVEMENTS

The legal notices of the hearing and a notice of mailing were read into
the record by the City Administrator~ The meeting was turned over to the City
Engineer. Mr. Olson gave a brief review of each project, what is to be accomplished
and the estimated cost to the property owners~ etc. Everyone desiring to speak on
the matter was given the opportunity to do so. The Mayor closed the hearing at
8:29 P.M.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to table the 1982 Petitioned Street Improvements until
the April 19th, 1982 regular City Council Meeting. Ayes, 8;
Nayes, none.
Moved by Councilman Bond, seconded by Councilman
Kulzer to approve the Minor Subdivision at 3rd & Ramsey Streets
for Al Sieben, subject to a permanent easement being provided
for accessability to the toilet facilities, or that separate
facilities be provided. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Trautmann to approve the blacktopping of the parking area at
Lake Rebecca Park. Alternate B, as presented to Council, was
the option chosen for payment. The Corps would be paid with
available funds to complete the parking area and the City will
borrow the shortage of funds at 6 1/16th percent interest.
This could be borrowed over a period of 50 years or paid off
at any point the City would desire. Ayes, 6; Nayes, Karnick,
Bond. Motion passes.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to have the Planning Commission review the area on East
10th Street which is currently zoned Industrial. The City
Council is requesting the Planning Commission to evaluate the
area to be zoned as a residential area. Ayes, 8; Nayes, none.
Moved by Councilman Bond, seconded by Councilman
Klimek to approve the purchase of a paging system for the Dog
Catcher. The initial hookup fee, insurance, and deposit of
$79.61 would be picked up by the City. The Dog Catcher will
pay the paging service monthly costs. Ayes, 6; Nayes, Legler,
Kulzer. Motion passes.
Moved by Councilman Trautmann, seconded by Councilman
Klimek to approve the request made by the Rivertown Days 1982
Steering Committee with the exception of permission to utilize
the Lake Rebecca parking area Saturday, July 24th between the
hours of 6 P.M. & 11 P.M. for a dance.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to table the Rivertown Days 1982 Steering Committee
request until April '19th, 1982 regular City Council Meeting for
more information to be received from the committees involved.

AMEND 1982 BUDGET
Moved by Councilman Kulzer, seconded by Councilman Trutna
to approve the real estate tax abatement for parcel no. 19-19503-230-03.
The assessed should be reduced from $20,341.00 to $8,466.00. Ayes, 8;
Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman Pike
to have Ordinance No. 5.30 and 5.31 put into effect and all
establishments being notified of the ordinance and the requirement
to apply for a license for amusement games etc. Ayes, 6; Nayes,
Karnick, Trutna. Motion passes.
Moved by Councilman Legler, seconded by Councilman Karnick D~.."
to approve the license of 10 machines and 2 pool tables for an amuse-
ment center at 313 E. 2nd Street. Ayes, Legler, Karnick, Trutna;
Nayes, Kulzer, Trautmann, Pike, Klimek and Bond. Motion fails.
Moved by Councilman Trautmann, seconded by Councilman
Karnick to approve the employment contract between the City of
Hastings and Edward Kranz, City Administrator. This contract would
become effective June 1, 1982 and run through December 31, 1983.
Because of the extended period of the contract, the agreement will
be for 24 days vacation. Ayes, 5; Nayes, Pike, Klimek, Bond. Motion
passes.
Moved by Councilman Pike, seconded by Councilman
Trautmann to hire Wallace Erickson effective June 1, 1982 through
December 31, 1982 as a Consultant for the Industrial Park and
Treasurer at a salary of $500.00 per month to begin July 1, 1982.
Mileage would be paid on a per mile basis for City related duties.
Ayes, 8; Nayes, none.
Moved by Councilman Karnick, seconded by Councilman
Trautmann to amend the 1982 City Budget as presented. Ayes, 7;
Nayes, Bond.

to refund the excess money received from assessments on the
Vermillion River Flood Control Program. Ayes, Bond; Nayes, 7.
Motion fails.

CONTROL PROGRAM REFUND
Moved by Councilman Legler, seconded by Councilman
Trautmann to set a public hearing for the allocation of
$25,000.00 Federal Revenue Sharing Funds for the May 17th, 1982
City Council Meeting at 7:30 P.M. in the Council Chambers of the
City Hall. Ayes, 8; Nayes, none.

FEDERAL REVENUE SHARING
Moved by Councilman Kulzer, seconded by Councilman
Trutna to accept the Mn/Dot right-of-way easement proposal offer
of $800.00 for said easements and right-of-way. Ayes, 8; Nayes,
none.

The Mayor made a Proclamation declaring the week of
April 12th through Arpil 16th, 1982 to be Building Safety Week.
BUILDING SAFETY WEEK
PROCLAMATION
WHEREAS: The membership of the North Star Chapter of the International
Conference of Building Officials is comprised of building officials
of the various cities and counties of the State of Minnesota includ-
ing the City of Hastings; and
WHEREAS: It is the responsibility of building officials to administer
the state construction codes, adopted by the cities and counties
concerned with providing a minimum measure of protection for the
health, safety, and general welfare of the people afforded by
these codes; and
WHEREAS: The general public served by these officials is often not
clearly informed of the activities necessary in administering the
construction codes; and
WHEREAS: The failure of the general public to recognize the purpose of
construction codes adopted and administered by these cities and
counties often serves to impede the efforts of the building inspection
departments; and
WHEREAS: Public information about the activities of the building inspection
departments will serve not only to facilitate the work of these
inspectors, but also assist the building official in assuring protection
of the health, safety, and general welfare of the general public;
NOW, THEREFORE, I, Lu Ann Stoffel, Mayor of the City of Hastings do hereby
proclaim the week of April 12 through April 16, 1982 to be
BUILDING SAFETY WEEK
in Hastings. Further, I urge citizens to be aware of the role of the
building officials play in protecting the health, safety, and general welfare
of the residents of Minnesota, and the City of Hastings.
