HomeMy WebLinkAbout03-15-82 r ~ m o m m ~ ~~! ~ Hastings, Minnesota March IS, 1982 115 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 15, 1982 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Legler, Kulzer, Trautmann, Karnick, Trutna, Klimek, Bond and Mayor Stoffel. Members absent: Councilman Pike. The Mayor called for additions or corrections to the minutes of the meeting of March 1, 1982 and hearing none dec~ared the minutes approved as presented. Moved by Councilman Kulzer, seconded by Councilman Trutna to deny the front setback variance as requested by The Gift Tree at 1266 Hwy 55 per the Planning Committee of the Council and the Planning Commission's recommendation. Ayes, 7; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Klimek to approve the Home Occupation Permit for a saw sharpen- ing business in the basement of the home of Fred Partington at 805 West 18th Street. Ayes, 7; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Trutna to approve the Special Use Permit and Zero Lot Line Set- back Variance for a twin home in a R-2 District at 1760 Pine Street - Paul Murphy. This would be subject to an easement being granted for private utilities. a minor subdivision prior to occupancy, and that the City shall receive copies of all maintenance and common wall agreements. Moved by Councilman Trautmann, seconded by Councilman Kulzer to approve the minor subdivision at. 3rd & Ramsey Street subject to a permanent easement for access to bathroom facll.ities for both units, or separate bathroom facilities being constructed upon this site with staff approval. Moved by Councilman Legler, seconded by Councilman Bond to approve the Well & Septic System Permit Application for the site on Glendale Road for Rusting & Engstrom, Inc. Ayes, 7; Nayes, none. Moved by Councilman Bond to adopt the philosphy of the Community Education Budget with Plan B included. The motion died for lack of a second. Moved by Councilman Legler, seconded by Councilman Trutna to adopt the philosphy of the Community Education Budget as presented. Ayes, 6; Nayes, Bond. Motion passes. FRONT SETBACK VARIANCE - THE GIFT TREE HOME OCCUPATION - 805 WEST 18TH - FRED PARTINGTON SPECIAL USE PERMIT AND SIDEYARD SETBACK VARIANCE - 1760 PINE STREET MINOR SUBDIVISION - 3RD & RAMSEY - AL SIEBEN SEPTIC & WELL SYSTEM PERMIT - HUSTING & ENGSTROM ADOPT PHILOSPHY OF COMMUNITY EDUCATION .\ BUDGET Moved by Councilman Trutna, seconded by Councilman REFORESTATION Klimek for the City of Hastings to hold a Spring Tree Sale in early May at the Civic Arena. The cost share picked up by the City would come out of the Federal Revenue Sharing Funds allotted to the Dutch Elm Program. Ayes, 7; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Klimek to award the bid to the Tree House, as the low bidder, in the amount of $7,400.00 for the Spring Tree Sale. Ayes, 7; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Bond to take under advisement the Proposal submitted by D. H. Kluender regarding the sale of his 20 acre gravel pit. Ayes, 7; Nayes, none. Moved by Councilman Bond, seconded by Councilman Trautmann to issue a Liquor License for On-Sale and Sunday and Off-Sale to Patrick M. Quinn, 411 Vermillion Street, Hastings, Minnesota - dba Quinns. Ayes, 7; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Klimek to approve the Option 1 cost analysis projection for the Civic Ice Arena holding a circus during the Rivertown Days Community Event. Ayes, 6; Nayes, Legler. Motion passes. Moved by Councilman Trautmann, seconded by Councilman Bond to pass a resolution approving the annual agreement between Washington County and the City of Hastings for the purpose of provid- ing E.M.S. Service and receiving Washington County Co~~unity Health Service subsidy dollars for emergency medical services as per the contract. Ayes, 7; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Legler to authorize the advertisement for bids for the Downtown Redevelopment Project. The Mayor ruled the motion out of order. Moved by Councilman Kulzer, seconded by Councilman Legler to recind the original action taken at the February 1, .1982 regular City Council Meeting regarding the advertising for bids for the Downtown Redevelopment Project. Ayes, Legler, Kulzer, Karnick, Trutna; Nayes, Trautmann, Klimek, Bond. Motion fails. Moved by Councilman Kulzer, seconded by Councilman Bond to approve the following items on the consent agenda. Ayes, 7; Nayes, none. 1. Pay all bills as audited. 2. Renew trash haulers license - Hastings Sanitary 3. Cotter Tree Service - tree trimming license. 4. Stage 8 Theatre License - 4-1-82 thru 3-31-83. Moved by Councilman Kulzer, adjourn the meeting at 10:03 P.M. none.
