The City Council of the City of Hastings, Minnesota met in a regular
meeting on Tuesday, February 16; 1982 at 7:30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Klimek, Bond and Mayor Stoffel.
Members absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of February I, 1982 and hearing none declared the minutes approved as
presented.
The following bids were received for 3 Police Squad
Cars - less trade-in.

Moved by Councilman Legler, seconded by Councilman Trutna to hold over
until March 1, 1982 the awarding of bids. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Klimek to approve the Lot Size Variance and variance from the
one required parking stall for Mr. Furney's business. The
size of the shop should not create neighborhood conflicts.

Moved by Councilman Pike, seconded by Councilman
Bond to approve the Home Occupation Permit. Ayes, 8; Nayes,
none.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to approve the Final Plat, conditioned upon the items
listed in the February 4, 1982 Staff Report. Ayes, 8; Nayes,
none.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to approve the revised site plan for the Schumacher
1st Addition, and also to approve driveway opening width
variances for Lots 1-5, conditioned upon the items listed in
the February 5, 1982 Staff Report. The wider driveways would
function better for the proposed development. Ayes, 8; Nayes,
none.
Moved by Councilman Trutna, seconded by Councilman
Klimek to direct the staff to contact Legislators to object
to H.R. 1738 and S.F. 1677, which would allow mobile homes
and other manufactured housing in any single family zoning
district. The Council feels that while mobile homes are a
necessary housing type, the proposed law is an unnecessary
infringement upon local control. Ayes, 8; Nayes, none.

Legler to cancel Ray Pillar On-Sale and Sunday Liquor License
Dba Pillars, 314 Vermillion Street. Ayes, 8; Nayes, none.

to pass 3rd Reading - Ordinance 11126 - On-Sale Liquor Liability
to $300,000.00. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Karnick to approve an annual Limited Gambling License to the
VFW Post 1210. Effective Date: 2-16-82. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by "Councilman
Klimek to re-appoint Wallace Erickson as the Acting City Administrator,
in addition to the usual duties of City Clerk. Ayes, 8; Nayes,
none.
Moved by Councilman Legler, seconded by Councilman Pike
to accept proposal presented by Sergeant Ron Hellmer of the Hastings
Police Department for a Motor Cycle Safety Program. Copy on file
in City Hall. Ayes, 8; Nayes, none.
A sewer and water rate report was presented to Council
from Engineering Department. Moved by Councilman Kulzer, seconded
by Councilman Trutna to accept water/sewer rate adjustment for 1982
as presented. Resolution 115-82. Ayes, 8; Nayes, none.
Moved by Councilman Bond, seconded by Councilman
Trautmann to place the letter from City of Cottage Grove, Public
Safety Department to Jerry Rosendahl complimenting him for the
manner in which he took charge of the school bus accident at Afton
Alps 2-5-82 in his personnel file. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman Bond
to pay all bills as audited. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman Trautmann
