The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, January 18, 1982 at 7:30 P.M. in the Council Chamber of the
City Hall.
Members present: Councilman Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Klimek, Bond and Mayor Stoffel.
Members absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting on January 4, 1982 and hearing none declared the minutes approved as
presented.
The Public Hearing was opened by the Mayor at 7:33
P.M. to consider the Ordinance Amendment Request for office,
storage and repair facilities as special uses in an Agricul-
ture Zoning District. The Mayor asked if anyone wished to
speak on the issue. Everyone wishing to speak was given the
opportunity to do so. The Mayor closed the hearing at 7:34
P.M.
Moved by Councilman Trautmann, seconded by Council-
man Pike to pass the 2nd Reading of the Ordinance Amendment
Request to allow office, storage and repair facilities as
special uses in an Agricultural Zoning District. Ayes, 8;
Nayes, none.
Moved by Councilman Klimek, seconded by Councilman
Trutna to pass a resolution awarding the bid for the ~-ton
pickup for the Wastewater Department to O'Brien Chevrolet-
Cadillac Inc., the lowest bidder, in the amount of $7,800.00.
Ayes, 8; Nayes, none. Resolution on file.
Moved by Councilman Pike, seconded by Councilman
Kulzer to reconsider the request by Frank M. Langenfeld & Sons
Construction for the setback and access variances for the
4-plex proposal at 23rd & Cannon Streets (Cannon Street is an
unimproved street). Ayes, 7; Nayes, Bond.
Moved by Councilman Kulzer, seconded by Councilman
Trautmann to approve a variance for the parking stall setback
from Cannon Street for the 4-plex development proposed by
Frank M. Langenfeld & Sons Construction. Ayes, 7; Nayes, Bond.
Moved by Councilman Kulzer, seconded by Councilman
Trutna to approve a variance to allow access to an unimproved
street for the 4-plex development proposed at 23rd & Cannon
conditioned upon the developers signing an Agreement to
participate in a Petition to improve Cannon Street. Ayes, 7;
Nayes, Bond.
Moved by Councilman Pike, seconded by Councilman
Karnick to pass the third and final reading to the Ordinance
authorizing and legalizing limited gambling activities with
the fees to be set by resolution. Ayes, Legler, Pike, Karnick,
Trutna and Klimek; Nayes, Kulzer, Trautmann, and Bond. Third
Reading passes.
Moved by Councilman Trautmann, seconded by Council-
man Klimek to pass the 3rd and Final Reading to the amendment
of the Snowmobile Ordinance for Roadside Park. Ayes, 8; Nayes,
none.
Moved by Councilman Pike, seconded by Councilman
Kulzer to pass the 3rd and Final Reading of the Ordinance
regarding the park use and adding specific provisions thereto
with regard to Lake Rebecca Park. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Council-
man Pike to appoint Edward Kranz, Administrator, as the Director
and Wallace Erickson as the Alternate Director, to the Suburban
Rate Authority; representing the City of Hastings. Ayes, 8;
Nayes, none. Resolution on file.

Moved by Councilman Trautmann, seconded by Councilman Kulzer
to authorize the issuing of a permit with a $10.00 fee for 3 cords
of dead wood removal at the entrance of the Lake Rebecca Park and
Natural Area. The Parks and Recreations Director would supervise
the removal procedures. Ayes, 6; Nayes, Trutna and Bond.
Moved by Councilman-Legler, seconded by Councilman
Trautmann to issue a Bingo License to the VFW. Ayes, 8; Naye$, none.
Moved by Councilman Trautmann, seconded by Councilman
Klimek to amend Section 3.20, subdivision 3G. requiring that the
applicant provide liability insurance coverage in the amount of
$300,000.00 per occurence. Ayes, 8; Nayes, none.

Moved by Councilman Legle~. seconded by Councilman Kulzer
to approve the Joint Powers Committee Appointment of twelve members
from the School District to serve on the Education Program Advisory
Council for the term of February 1982 through June 1983. The
Committee consists of Jim Abbott, Walter Bertram, Margaret Brown,
Betty Carwile, Doug Easterling, Darlene Halberg, Kay Klicker-Leadholm,
Tom Lien, Richard Lindeke, Lee Lockwood, Dennis O'Melia, Camile
Nelson. Ayes, 8; Nayes, none.
Moved by Councilman Klimek, seconded by Councilman Legler
to accept the resignation effective immediately of Volunteer Fire
Fighter, Loren Tri. The Council wishes to express its thanks for ~
Mr. Tri's services. Ayes, 8; Nayes, none.
Moved by Councilman Klimek, seconded by Councilman Kul~er
to accept the resignation of Scott McPherson, Full Time Fire Fighter
effective January 31, 1982. The Council wishes to express its thanks
to Mr. McPherson for his services. Ayes, 8; Nayes, none.

authorize the advertisement for three cars for the Police Department.
Moved by Councilman Legler, seconded by Councilman Trutna
to table the advertisement for the City Police cars until the
February 1, 1982 City Council Meeting. Ayes, 6; Nayes, Trautmann
and Bond. Motion to table passes.
Moved by Councilman Karnick, seconded by Councilman Pike
to pass a resolution setting the gambling fees at $50.00 for a I-day
license and $300.00 for an annual license which will be valid for the
term of one year from the date of issuance. Ayes, 5; Nayes, Kulzer,
Trautmann, and Bond. Resolution passes. Resolution on file.

approve the appropriation of the money for the City Baseball Program.
