HomeMy WebLinkAbout20120702 - VIII-B-2 COUNCIL ACTION REQUESTED Council is requested to conduct approve plans and specifications and also authorize the advertisement for bids for the Block 16 Parking Lot project. PROPOSED IMPROVEMENTS & DESIGN FEATURES The proposed Block 16 Parking Lot project provides 100 standardized and modern parking stalls over approximately 2/3 of the area occupied by Block 16, which is bounded by 2nd Street, Tyler Street, 3rd Street, and the CP Railway. ! LOT FEATURES ! A bituminous pavement surface, with concrete curb and gutter ! New overhead parking lot lighting ! Concrete sidewalks around the perimeter ! Perpetuation of the existing bike trail through the lot ! Lighted bollards along the trail and within the remaining green space left adjacent to 2nd Street o The bollards on the northern side of the lot will feature outlet plugs for use during scheduled events (i.e. Rivertown Days, Saturday Night Cruise-In) ! Stormwater Treatment, including small scale rain garden/filtration basin on the east side, and a structural pollution control device on the west side ! A concrete platform area adjacent to Tyler Street in anticipation of the lot’s future purpose as a park & ride facility ! Fencing to deter co-mingling of pedestrians and the train tracks ! UTILITY MODIFICATIONS The project will also feature extension of a 12” trunk watermain along the east side of Block 16 south and within the Bailly Street right of way to 4th Street. Parts of this main have been constructed in which was brought across 2nd Street in 2007 during the Quiet Zone project, and through Levee Park in 2008 with the Ramsey and Tyler Street reconstruction project. This main ultimately continues down Bailly Street and will eventually connect up with 18th Street and head back west toward Highway 61. The purpose of the main is to provide a “backbone” to the system on the eastern side of the Highway to aid with water supply and fire flow capacity. ! CLOSURE OF 3RD STREET & BAILLY STREET INTERSECTION Part of the reconfiguration of this area includes terminating 3rd rd Street east of Tyler Street so that it no longer connects to Bailly Street for vehicular traffic. The intersection of the two streets currently a substandard configuration, while the layout of adjacent properties and future redevelopment plans prohibit modifying the intersection and traffic volumes are very low. Instead, the end of this street would match up with the parking lot entrance to/from 3rd Street. Bailly Street would end a similar way at the intersection with 4th Street. In place of Bailly Street would be continuation of the existing bike trail, which ultimately will be upgraded along the entirety of Bailly Street to 10th Street. Emergency access to the 3rd Street railroad crossing will remain, with a widened trail access off of the stub end of 3rd Street, posted strictly for emergency vehicles. To: Honorable Mayor & City Council From: Nick Egger – City Engineer Date: June 28, 2012 Re: Approve Block 16 Parking Lot Project for Construction OTHER ISSUES AND COMMENTS The Planning commission met on Monday, June 25th and unanimously approved the site plan. No other comments have been received from the public at large or from those who were specifically notified about the project. FUNDING The City received a reimbursement grant through the State for project costs up to $600,000, and the grant is administered through the Metropolitan Council. A portion of the project expenses for work south of 3rd Street will be provided by the Water fund for the trunk watermain and trail extensions to 4th Street, as well as other utility modifications due to the watermain construction. SCHEDULE The timeline for this project has a contract being awarded in early August, with completion of the lot in early October. COUNCIL ACTION REQUESTED Council is requested to adopt the enclosed resolution ordering the Block 16 Parking Lot project, approving the plans, and authorizing the advertisement for bids. CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. RESOLUTION APPROVING THE PLANS, AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR PROJECT NO. 2012-3, THE BLOCK 16 PARKING LOT IMPROVEMENTS WHEREAS, The Hastings Economic Development & Redevelopment Authority and the Hastings Planning Commission, have recommended approval of the site plan for the Block 16 Parking Lot project, and WHEREAS, the City Council has provided City Staff direction on the final design features of said project. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that 1. Such improvement is hereby ordered as proposed and as amended by the City Council herein. 2. Plans and specifications for the Block 16 Parking Lot Improvements prepared by the Hastings City Engineer are hereby approved. 3. The City Engineer and City Clerk shall cause to be made a matter of record via this resolution the decisions regarding design features made by the City Council at the July 2, 2012 City Council meeting. The City Council hereby amends the project scope and plans as follows: 4. The City Engineer shall prepare and cause to be published in Finance & Commerce, on the Quest Construction Data Network web site, and on the City of Hastings official web site an advertisement for bids for the construction of the approved Project 2012-3, the Block 16 Parking Lot Improvements in accordance with such approved plans and specifications. The advertisement shall be published for two weeks, shall specify the work to be done, shall state that bids will opened at Hastings City Hall on a date and time to be determined, and that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier’s check, bid bond, or certified check payable to the City of Hastings for 5% of the amount of each bid.
