Action Requested: The Hastings Economic Development and Redevelopment Authority (HEDRA) seeks Site Plan approval to construct a 98 stall parking lot on Block 16, generally located south
of 2nd Street between Tyler Street and the Canadian Pacific Railroad. The parking lot would provide spaces for future commuter parking needs. Construction of the parking lot has been
funded via a MN DOT\Metropolitan Council grant through the Red Rock Corridor Commission. Background Information: Please see the attached Planning Commission Memorandum for background
information. Financial Impact: The request should not have an effect on the City Budget. HEDRA was awarded a grant to cover the cost of the parking lot. Advisory Commission Discussion:

HASTINGS CITY COUNCIL RESOLUTION NO._________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR BLOCK 16. Council member ___________________________
introduced the following Resolution and moved its adoption: WHEREAS, HEDRA, has petitioned for Site Plan approval for a parking lot; and WHEREAS, The property is generally located West
of Tyler Street Between 2nd Street East and 3rd street East. It is legally described as all of Block 16, TOWN OF HASTINGS BLKS 1 THRU 99, Dakota County, MN; and WHEREAS, on June 25,
2012, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended
approval subject to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1. All disturbed areas shall
be stabilized with rooting vegetative cover to minimize erosion. 2. Disturbed areas shall adhere to the City’s property maintenance ordinance. 3. Final approval of the Grading, Drainage,
and Erosion Control Plan by the Public Works Director. 4. Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within
one year of City Council approval, the approval is null and void.

PLANNING COMMISSION MEMORANDUM To: Planning Commission From: John Hinzman, Community Development Director Date: June 25, 2012 Item: Site Plan – Red Rock Parking Lot – Block 16 REQUEST
The Hastings Economic Development and Redevelopment Authority (HEDRA) seeks Site Plan approval to construct a 100 stall parking lot on Block 16, generally located south of 2nd Street
between Tyler Street and the Canadian Pacific Railroad. The parking lot would provide spaces for future commuter parking needs. Construction of the parking lot has been funded via a
MN DOT\Metropolitan Council grant through the Red Rock Corridor Commission. BACKGROUND INFORMATION Notification Notification of the request was mailed to all property owners within 350
feet. Comprehensive Plan Classification The 2030 Comprehensive Plan designates the property as Mixed Use. The proposed use is consistent with the plan. Zoning Classification The property
is currently zoned I-1-Industrial Park. An application to rezone the property to DC – Downtown Core has been submitted with the Site Plan. The existing use conforms to the proposed DC
Zoning District.

parking lot, bicycle trail, and on street parking. The property was purchased by the Hastings Housing and Redevelopment Authority (HRA, predecessor to HEDRA) in 1994. The property was
formerly home to Anson Grain Elevators. The elevators were demolished in the mid 1990’s. Proposed Improvements Construction of a 100 stall parking lot. The existing bicycle trail would
be rebuilt through the parking lot. A platform area would be constructed along Tyler Street for future loading of bus passengers. The northern portion of the property along 2nd Street
would be seeded and has been reserved for future commercial use. The 20 on-street parking spaces accessed from 3rd Street would be removed. SITE PLAN REVIEW Authority Hastings City Code
Chapter 155.51 establishes rules and procedures for site plan review. Zoning Setbacks Zoning Setbacks are acceptable. Parking lots must be located at least ten feet from the property
line. Vehicular Access and Circulation Vehicular access and circulation is acceptable. Two entrances are proposed for the site, one each on Tyler Street and 3rd Street. The parking lot
would contain one-way directional aisles. Busses would enter the parking lot, but use Tyler Street for loading of passengers. The bicycle trail relocated to a 30 foot wide median located
between the east and west parking lots. Pedestrian & Bicycle Access Pedestrian and bicycle access is acceptable. Sidewalks exist along 2nd Street and Tyler Street. New sidewalks would
be constructed to create sidewalks on all four sides of the parking lot. The existing bicycle trail will be rerouted on the site to accommodate the parking lot. The bicycle trail intersects
with vehicle traffic at only one point in the parking lot.
3rd Street Parking Perpendicular parking along 3rd Street would be removed as part of this plan. The existing 15-20 spaces would be incorporated into the new parking lot. 2nd Street
Commercial The frontage along 2nd Street has not been included as part of the parking lot. The area will be reserved for future commercial development. Transit Planning Both the Red
Rock Corridor Station Area Plan (2012 – on left) and Heart of Hastings Plan (2003 – on right) identify the property for commuter parking. Both plans contemplate beginning with a surface
parking lot with construction of a ramp if the need arises. The frontage along 2nd Street is reserved in both plans for future commercial development. Landscape Plan Landscaping must
be provided as follows: 1) 16 overstory trees must be planted on site. 2) 25 shrubs must be planted on site. 3) Interior parking lot islands must contain a tree\and or plantings. 4)
Buffering required along the Tyler and 3rd Street frontages. Buffering can consist of either tree plantings plantings or fence. **Any deficiencies will be addressed in the revised landscape
plan provided at the meeting
Lighting Plan The parking lot will include lighting. A photometric lighting plan must be submitted as a condition of approval to ensure the foot-candle illumination is below the 0.5
foot candle maximum illumination. All lighting must also incorporate shields and cut-offs to direct light on site. Grading and Utility Plans Preliminary Grading and Utility Plans have
been submitted for cursory review. The applicant must obtain formal approval of the Grading and Utility Plans by the Public Works Director as a condition for approval. RECOMMENDATION
Approval of the Site Plan is recommended subject to the following conditions: 1. All disturbed areas shall be stabilized with rooting vegetative cover to minimize erosion. 2. Disturbed
areas shall adhere to the City’s property maintenance ordinance. 3. Final approval of the Grading, Drainage, and Erosion Control Plan by the Public Works Director. 4. Approval is subject
