Hastings, Minnesota City Council Minutes June 18, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, June 18, 2012 at 7:00 PM in the Council
Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Alongi, Hollenbeck, Nelson, Schultz, and Slavik. Members Absent:
Councilmember Balsanek arrived at 7:40 p.m. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Police Chief Paul Schnell Public Works Director Tom Montgomery Fire
& EMS Director Mike Schutt Associate Planner Justin Fortney Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council
Meeting on June 4, 2012. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the Consent Agenda
as amended. 6 Ayes; Nays, None. 1. Pay Bills as Audited 2. Approve Agreement with Xcel Energy for Maintenance of Emergency Warning Siren 3. Resolution No. 06-08-12—Approve 2012-2013

p.m.; Public Hearing was closed at 7:03 p.m. Second Reading/City Ordinance Amendment—Code 110: Pawn Brokers Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve
as presented. 6 Ayes; Nays, None. Public Hearing—Vacation of Easement #2012-24: Riverwood 8th Addition Fortney introduced the item. Public Hearing was opened at 7:06 p.m. Judy Johnson
of 114 Woodland Dr. spoke about the change to the land use is it assured it will be townhomes, will they be smaller lots, and no association. Hearing no further comments, the Public
Hearing was closed at 7:11 p.m. Resolution No. 06-10-12—Vacation of Easement #2012-24: Riverwood 8th Addition Moved by Councilmember Nelson, seconded by Councilmember Alongi to approve
Vacation of Easement #2012-24: Riverwood 8th Addition with an additional condition requiring replatting of the area as described in Exhibit A. 6 Ayes; Nays, None Councilmember Balsanek
arrived at 7:40 p.m. Resolution No. 06-11-12—Preliminary & Final Plat #2012-23: Riverwood 11th Addition Fortney introduced the item. There was discussion regarding berming/landscaping.
Moved by Councilmember Schultz, seconded by Councilmember Alongi to approve the resolution as presented. Moved by Councilmember Schultz, seconded by Councilmember Slavik to amend the
resolution to include Condition #15 to require berming/landscaping. 7 Ayes; Nays, None. Action on the original motion as amended. 7 Ayes; Nays, None. Public Hearing—Water Utility Ordinance
Amendment Montgomery introduced the item. Public Hearing was opened at 7:58 p.m.; Public Hearing was closed at 7:58 p.m. Second Reading/Adopt Water Utility Ordinance Amendment Moved
by Councilmember Schultz, seconded by Councilmember Alongi to approve ordinance amendment as presented 7 Ayes; Nays, None Resolution No. 06-12-2012—Pawn Shop License—Overdue Transaction
Fees and Possible Sanctions Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve resolution imposing a two-day suspension, which will be stayed until July 1, 2013
if no further violations occur. 7 Ayes; Nays, None.

PM in the Council Chambers at City Hall • Public Safety Committee on Wednesday June 27 at 7:00 AM in the Volunteer Room at City Hall to discuss water surface management regulations on
the Mississippi River • Utilities Committee on Thursday June 28 at 7:30 AM in the Volunteer Room at City Hall to discuss the residential solid waste collection request for proposal •
