BUSINESS Award Contract – Demolition Plans and Specifications – Hudson Manufacturing – 1974 Addition Short Elliot Hendrickson (SEH) Engineering and Stantec Consultant Services have submitted proposals to prepare demolition plans and specifications for the demolition of the 1974 addition to Hudson Manufacturing as follows: Cost Hours  SEH Engineering $15,800 136  Stantec Consulting $68,195 602   City Engineer Nick Egger and John Hinzman reviewed the proposals based on estimated tasks and hours. Both proposals appear to assume similar contract activities; however the estimated hours were significantly different. SEH's project manager has experience in similar building demolition and brownfield development with the St Paul Port Authority. Staff recommends awarding the contract to SEH. ACTION – Award Contract to prepare demolition plans and specifications for the 1974 Hudson Addition to SEH Engineering in an amount not to exceed $15,800. Please see the attached proposals from SEH and Stantec for further information. Approve Submittal – Block 16 Parking Lot Rezoning and Site Plan The City of Hastings Engineering Department has prepared design plans for the construction of a 100 stall parking lot for Block 16, located south of 2nd Street between Tyler and the Canadian Pacific Railroad. HEDRA received a $600,000 grant to construct the parking lot through MN DOT\Metropolitan Council. Construction of the parking lot is planned for later this year. The project will also require Site Plan approval by the Planning Commission and City Council prior to construction. The property is currently zoned I-1 Industrial. Staff proposes to rezone the property from Industrial to DC – Downtown Core as part of the parking lot approval process. ACTION – Approve the submittal of the Rezoning and Site Plan for Block 16. Please see the attached site plan for further information. REPORTS Hudson Redevelopment Update Environmental Review Liesch Associates is conducting a destructive hazardous materials survey of the 1974 addition. Field work was completed on June 4th. Materials have been sent to the lab for analysis. The Liesch report will be included as an appendix to the demolition bids and specification. Stantec Consultants is conducting additional Phase II Environmental Assessment testing. Two new test wells have been drilled and various soil borings and vapor probes have been collected. Information will be used to complete the Phase II report and Response Action Plan. Work for both projects is funded through the Metropolitan Council Tax Base Revitalization Grant. Marketing Staff has scheduled meeting with various municipal redevelopment officials involved in projects similar to Hudson to gain insight on site marketing and developer attraction. The $2,500 marketing grant from Dakota CDA will be available on July 1st. Staff is reviewing options on how to best spend the funds. Additional information will be available for the July HEDRA Meeting. Grow Minnesota Business Retention Visits City Staff is working with the Hastings Area Chamber of Commerce to conduct business retention and expansion visits as part of the Minnesota Chamber of Commerce’s Grow Minnesota campaign. 40 Hastings area businesses have been contacted for visits. John Hinzman recently participated in a visit to Me & Julio Restaurant. A summary of the results will be available later this Summer. Greenhouse Village Senior Cooperative – Block 1 Greenhouse Village Senior Cooperative continues to have interest in acquiring Block 1, adjacent to the Mississippi River and CP Railroad. Concept plans for site development are being developed.
