Hastings, Minnesota City Council Minutes May 7, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, May 7, 2012 at 7:00 PM in the Council Chambers
at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Acting Mayor Hollenbeck, Councilmembers Alongi, Balsanek, Nelson, and Slavik. Members Absent: Mayor
Hicks and Councilmember Schultz Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Community Development Director

Acting Mayor Hollenbeck asked if there were any additions or corrections to the minutes of the regular City Council Meeting on April 16, 2012. Hearing none, the minutes were approved
as presented. Proclamation – Appreciation of Hastings Service Members and Families of the 1st Brigade, 34th Infantry Division (Red Bull) for Their Service in Afghanistan The Council
read the proclamation and Dean Markuson was present to discuss upcoming Beyond the Yellow Ribbon events on Memorial Day, May 28th and Rededication to our flag on Flag Day, June 14th
and recognize one of our prominent citizens Sam Hertog for his support Proclamation – Declaring May Heritage Preservation Month The Council read the proclamation. Presentation – Dakota
County Historical Society/LeDuc Historic Estate Update Jessica Bierbrauer and Chad Roberts provided a brief overview on LeDuc events. Presentation – Youth Recycling Program Darrell Hoekstra
of Waste Management presented a Green Team check to Girl Scout Troop 53870 in the amount of $662.00. Council Items to be Considered Osberg requested that the following items be postponed
to the May 21 meeting: Resolution 05-06-12—Award Contract: Vermillion Trail & Underpass Connection Resolution 05-07-12—Accept Easement and Approve Agreement: County Road 46 Trail over
Bauer Property Resolution 05-08-12—Authorize Purchase of Schmitt Easement for County Road 46 Trail

Hinzman introduced the item Public Hearing was opened at 7:18; there were some process questions by a neighboring property owner, which Hinzman answered. Hearing no further comment,
Public Hearing was closed at 7:20 p.m. Resolution 05-06-12—Vacation of Easement #2012-16: Olson Drive (Greg J. Homes) Hinzman introduced the item Moved by Councilmember Alongi, seconded
by Councilmember Slavik to approve as presented. 5 Ayes; Nays, None. MnDOT Bridge Project Update & Discussion of Possible Overnight Work Impacts Egger introduced the item. Steve Kordosky,
Kordosky, MnDOT Bridge Project Manager and Doyle Honstad, Bridge Contractor Joint Venture Project Manager, provided a brief project update and forecast of major construction activities.
Resolution 05-07-12—Deny Type II Home Occupation Permit #2012-13: Automobile Repair at 1423 Tyler Street (Brown) Hinzman introduced the item and noted that the recommendation is to deny
the home occupation permit to repair automobiles at a residential property.

explained that the tow truck business is gone; that was the largest complaint from neighbors and noise shouldn’t be a problem. Moved by Councilmember Alongi, seconded by Councilmember
Nelson to deny as recommended based on the findings of fact presented. 5 Ayes; Nays, None Resolution 05-08-12—Original Hastings Design Standards Review #2012-17: Garage at 415 West 7th
Street (Wargo) Hinzman introduced the item stating that the Planning Commission voted to recommend approval of the request at the April 23, 2012 Planning Commission meeting. Moved by
Councilmember Slavik, seconded by Councilmember Nelson to approve the OHDS review as presented. 5 Ayes; Nays, None Resolution—Deny Variance #2012-15: Sideyard Setback at 209 West 7th
Street (McCoy) Hinzman introduced the item. Applicant was present and spoke; neighbor and HPC members were present and spoke. There was discussion about setbacks, previous actions and
requests, and the current request. Moved by Councilmember Alongi, seconded by Councilmember Nelson to table until May 21, 2012 meeting. 4 Ayes; Nays, Slavik Resolution 05-09-12—Site
Plan #2012-14: Addition at 1401 West 15th Street (St. Phillips Church) Hinzman introduced the item. There was discussion concerning trees, neighbors, possible berming, and irrigation
system to save the trees followed. Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve the site plan as presented. 5 Ayes; Nays, None Resolution 05-10-12—Site
Plan #2012-12: Parking & Access Changes at Hastings Middle School/Pinecrest Elementary Hinzman introduced the item. There was discussion about access, traffic and additional signage.
Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve the site plan as presented. 5 Ayes; Nays, None Discussion of 2013 Budge Process Osberg introduced the item
