Consider motion to support the Hastings Economic Development and Redevelopment Authority (HEDRA) actions related to demolition of the 1974 addition to the former Hudson Manufacturing
Building located at 200 West 2nd Street. HEDRA would consider final approval of the demolition at a later date. Final approval would be preceded by a public hearing to allow for public
comment. Background Information: HEDRA purchased the Hudson Manufacturing Building in December, 2010. The 144,000 s.f. building was constructed in various phases between 1909 and 1974.
The 48,000 square foot 1974 addition is constructed of tip-up concrete panels and is not compatible with adjacent buildings or eligible for historic preservation. Removal of the 1974
addition was first publicly considered during the Building Reuse study conducted by Stark Preservation Planning in 2011. There was little support for preservation of the 1974 addition
during the public open houses or during presentations to various boards and commissions. The final reuse study did not contemplate preservation of the addition. Financial Impact: Projected
demolition costs have been secured through grant funds. The estimated cost of demolition is $250,000. HEDRA has received two grant allocations from the Dakota County Community Development
Agency’s Redevelopment Incentive Grant amounting to $250,000 Advisory Commission Discussion: Conceptual plans for demolition have been presented to both HEDRA and the Heritage Preservation
Commission (HPC). Both HEDRA and HPC have not objected to demolition of the 1974 addition. Council Committee Discussion: None Attachments: ! Hudson Redevelopment Update – May 21, 2012

HUDSON REDEVELOPMENT UPDATE MAY 21, 2012 HEDRA continues to progress on developing the former Hudson Manufacturing Site. Recent activities include the following: Environmental Analysis
! Preliminary Phase II Environmental Analysis was completed by Stantec in April, 2012. The analysis included site geology, soil chemical, soil vapor, and groundwater testing. The analysis
was fully funded via a US EPA grant through Dakota County. ! City Staff, Dakota County, and Stantec reviewed results of the Phase II Analysis with MN PCA on April 30, 2012. The PCA requested
additional ground water and soil testing of the site. ! HEDRA authorized contract services with Stantec to perform additional Phase II analysis at the May 10, 2012 meeting. Funding for
additional services would be paid for by a Metropolitan Council environmental grant. ! Stantec will perform the additional groundwater and soil tests by June 30, 2012. Stantec will also
develop a Response Action Plan (RAP), outlining cleanup measures for the site. Demolition – 1974 Addition ! HEDRA continues to seek demolition of the 48,000 s.f. tip-up concrete addition
constructed in 1974. The proposed demolition area is located in the northwest corner of the site, adjacent to the Mississippi River. The 1974 addition was not included in the Stark Reuse
Study of the site. ! HEDRA has received two subsequent grants from the Dakota County Community Development Agency to fund demolition of the 1974 addition. ! Stantec is preparing a proposal
to provide plans and specifications for demolition of the 1974 addition. The proposal should be ready for HEDRA action to in late May. ! Plans must ensure that no harm is done to the
other portions of the Hudson Building. ! Once demolition plans and specifications are completed, HEDRA would take action to approve the plans, and order publication for bids. ! Bids
would be due in midsummer. Demolition could take place in late summer or early fall. The demolition should take about one month.
