HomeMy WebLinkAbout20120521 - VII-1 Council Action Requested: The City Council is requested to award the contract for the Vermillion Trail & Underpass Connection (formerly known as the County Road 46 Trail) to Blackstone Contractors, LLC, of Corcoran, MN. The amount of the contract would be $489,205.15. Background Information: Five bids were received and opened for the Vermillion Trail & Underpass Connection on Thursday, April 19th. City staff performed a reference check of Blackstone Contractors and found their recent work history to be satisfactory to their clients. Bidder Total Bid Blackstone Contractors, LLC $489,205.15 Friedges Contracting Co., LLC $513,231.35 Pember Companies, Inc. $520,704.15 Frattalone Companies, Inc. $552,340.50 Sunram Construction, Inc. $574,207.00 Contract Award Conditioned Upon Signing of Easement Documents: Easements from two property owners are required to build and operate the trail. At this time, one of easement agreements have been signed, and it is anticipated that the second will be signed very soon. Therefore, Staff is recommending that the Council approve the attached resolution conditionally awarding the contract for the Vermillion Trail & Underpass Connection to Blackstone Contractors, LLC. Construction tentatively is set to begin in late-May and be substantially complete by the early August. Financial Impact: With this bid amount, the estimated total project costs come to about $23,000 more than the project budget originally set by the Council on March 19th. Committee Recommendations: The Finance Committee met on Monday, April 30th to discuss the funding shortfall and arrived at recommendations to address the shortfall. ! Council should proceed with awarding the contract for the full scope of work ! Public Works staff will look for ways to innovate on the project to save costs ! Ideally, the $24,000 worth of contingency funding within the project budget will not be needed ! Any remaining shortfall would be covered by a reduction to the amount of Engineering project design, management, and administration costs billed to the project. To: Honorable Mayor & City Council From: Nick Egger – City Engineer Date: May 17, 2012 Re: Award of Contract – Vermillion Trail & Underpass Connection CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA Resolution No. ________ RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT FOR PROJECT 2012-2, VERMILLION TRAIL & UNDERPASS CONNECTION WHEREAS, pursuant to an advertisement for bids for Project 2012-2, the Vermillion Trail & Underpass Connection, bids were opened on April 19, 2012 and tabulated according to law, and the following bids were received: Bidder Total Bid Blackstone Contractors, LLC $489,205.15 Friedges Contracting Co., LLC $513,231.35 Pember Companies, Inc. $520,704.15 Frattalone Companies, Inc. $552,340.50 Sunram Construction, Inc. $574,207.00 and WHEREAS, Blackstone Contractors, LLC has been determined to be qualified for the contract, and WHEREAS, easements to construct and operate the trail are required from two property owners along the project corridor, and WHEREAS, to date, one of the two property owners has signed an agreement to grant an easement over their property, and one property owner has yet to sign an agreement. NOW, THEREFORE BE IT RESOLVED RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; 1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with Blackstone Contractors, LLC, on the condition that the two required easement agreements have been signed. 2.
