HomeMy WebLinkAbout20120507 - 20120416 CCMinutes Hastings, Minnesota City Council Minutes April 16, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 16, 2012 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz, and Slavik. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Public Works Director Tom Montgomery Assistant Planner Justin Fortney Parks & Recreation Director Barry Bernstein Police Chief Paul Schnell Fire & EMS Director Mark Schutt Code Enforcement Inspector Dawn West Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on April 2, 2012. Hearing none, the minutes were approved as presented. Welcome: Firefighter/Paramedic Jamie Stevens – Schutt welcomed Stevens as a fulltime member of the department. Schnell read a letter commending Schutt on a recent medical call; Fire and Police Department members were recognized for their efforts. Swearing in and Welcome: Police Officer Ryan T. Kline – Kline was sworn in and welcomed the department and City. Proclamation – Naming the Conference Room at the Cal Ruedy Public Works Facility the John Zgoda Conference Room Zgoda’s family was present to accept the proclamation. Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the proclamation as presented. 7 Ayes; Nays, None. Council Items to be Considered Staff requested two items be added to the Consent Agenda: 9. Order Public Hearing—Vacation of Easement at 3181 Olson Drive (Greg J. Reauthorization for Chief of Police to Execute Agreement between Dakota County Drug Task Force and the City of Hastings for Administrative/Clerical Support Staff Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve as presented. 7 Ayes; Nays, None. Consent Agenda Moved by Councilmember Nelson, seconded by Councilmember Schultz to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay Bills as Audited 2. Public Hearing was opened at 7:20 p.m.; hearing no further comments, Public Hearing was closed at 7:20 p.m. Second Reading/Ordinance Amendment 2012-04—Ordinance Amendment to City Code Chapter 94.05 Relating to Alcohol at Jaycee Park and Rivertown Days Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to approve as presented. 7 Ayes; Nays, None. Public Hearing— Ordinance Amendment to City Code Relating to City Fees and Amending Certain License Requirements Mesko Lee introduced the item. Kristie Nelson, a member of the audience, commented that she was having trouble hearing. City of Hastings April 16, 2012 City Council Minutes Page 3 of 4 Public Hearing was opened at 7:24 p.m.; hearing no further comments, Public Hearing was closed at 7:24 p.m. Second Reading/Ordinance Amendments 2012-05, 2012-06— Ordinance Amendment Relating to City Fees and Amending Certain License Requirements Moved by Councilmember Nelson, seconded by Councilmember Balsanek to approve as presented. 7 Ayes; Nays, None. Public Hearing— Ordinance Amendment to City Code Relating to City Fees: Staff Fees Mesko Lee introduced the item. Public Hearing was opened at 7:27 p.m.; hearing no further comments, Public Hearing was closed at 7:27 p.m. Second Reading/Ordinance Amendment 2012-07— Ordinance Amendment to City Code Chapter Relating to City Fees: Staff Fees Moved by Councilmember Slavik, seconded by Councilmember Hollenbeck to approve as presented. 7 Ayes; Nays, None. Resolution 04-16-12—Award Contract: 2012 Neighborhood Infrastructure Improvement Montgomery introduced the item and recommended award to Friedges in the amount of $2,142,955.65. Moved by Councilmember Nelson, seconded by Councilmember Hollenbeck to approve as presented. 7 Ayes; Nays, None Award Contract—Tennis Court Repair Project Bernstein introduced the item and recommended award to Upper Midwest Athletic Construction for $78,000. There was some discussion about the scope and longevity of the proposed repair. Moved by Councilmember Schultz, seconded by Councilmember Slavik to approve as presented. 7 Ayes; Nays, None. Resolution 04-17-12—Site Plan #2012-11: Building Addition at 2929 Red Wing Boulevard (Valley Chevrolet) Fortney introduced the item. Moved by Councilmember Hollenbeck, seconded by Councilmember Nelson to approve as presented. 7 Ayes; Nays, None. City of Hastings April 16, 2012 City Council Minutes Page 4 of 4 Resolution 04-18-12—Deny Special Use Permit #2012-09: Automobile Towing and Repair at 710 Commerce Drive (Banaszewski) Fortney introduced the item. There was significant discussion about the operations, code violations, and environmental concerns. Jane Snyder spoke on behalf of the applicant. Moved by Councilmember Balsanek, seconded by Councilmember Alongi to approve Denying Special Use Permit #2012-09 as presented. 7 Ayes; Nays, None. Approve City Volunteer Program Osberg introduced the item. Moved by Councilmember Schultz, seconded by Councilmember Slavik to approve as presented. 7 Ayes; Nays, None. Reports from City Committees, Officers, Councilmembers: Adjournment: • HPC will meet on Tuesday April 17 at 7:00 p.m. at City Hall • There will be a reception on Friday, April 20 from 9:00-11:00 a.m. at City Hall welcoming the Dakota County Vets Services • Planning Commission will meet on Monday, April 23 at 7:00 p.m. at City Hall • The Police Department will present on Bullying on Thursday, April 26 from 7:00-8:30 p.m. at City Hall • There will be a special City Council meeting on Monday, April 30 at 6:00 p.m. at City Hall • The next regular City Council meeting will be Monday, May 7 at 7:00 p.m. at City Hall • Mike Slavik (04/26) and Mayor Hicks (04/28) were wished a happy birthday Closed Door Session—Issues Relating to Security Systems Moved by Councilmember Nelson, seconded by Councilmember Hollenbeck to adjourn the Open Meeting at 8:25 p.m. 7 Ayes; Nays, None. Mayor Hicks convened the closed door session at 8:27 p.m. Moved by Councilmember Slavik, seconded by Councilmember Balsanek to adjourn the closed door session at 8:25 p.m. Mayor Hicks reconvened the Open Meeting at 8:50 p.m. Adjournment: Moved by Councilmember Alongi, seconded by Councilmember Schultz to adjourn meeting at 8:50 p.m. _________________ ___________________________________ Paul J.
