HomeMy WebLinkAbout20120507 - VIII-B-3 To: Mayor Hicks & City Councilmembers From: Justin Fortney, Associate planner Date: May 7, 2012 Item: Resolution – OHDS Review for a New Garage – 415 7th Street West #2012-17 City Council Action Requested: Consider action on the proposed new garage in the OHDS (Original Hastings Design Standards) area. Background Information: The applicants would like to remove an old small dilapidated garage and replace it with a 2 ½ car garage. The home was constructed in 1880 and is zoned R-2 (Medium Density Residential). The structure is proposed to be 24’ wide by 32’ deep (720 Sq Ft) with a 4/12 pitched gable roof, Green 4” lap vinyl siding to match the house, 2 9’X7’ overhead doors. The side loaded garage will access the alley as required by OHDS regulations. It will be located 5’ from the side and rear property lines. These design standards are in place to preserve and enhance traditional neighborhood design by reflecting the general characteristics of buildings dating from 1845 to 1940. Financial Impact: The request request should not have an effect on the City Budget; application fees have been collected to defer city costs for review. Advisory Commission Discussion: The Planning Commission voted 7-0 to recommend approval of the request at the April 23, 2012 Planning Commission meeting. Photographs City Council Memorandum HASTINGS CITY COUNCIL RESOLUTION NO. _____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING ORIGINAL HASTINGS DESIGN STANDARDS REVIEW APPROVAL FOR THE CONSTRUCTION OF A DETACHED GARAGE AT 415 7TH STREET WEST – FOR ROBERT AND TERRI-JO WARGO Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Robert and Terri-Jo Wargo have petitioned for an application to construct a detached garage at 415 7th Street West legally described as follows: Lot 3, Block 56, Town of Hastings Blks 1 Thru 99, Hastings, Dakota County, MN WHEREAS, property improvements are subject to City Code Chapter 155.07, Subd. (D) Original Hastings Design Standards; and WHEREAS, the Planning Commission of the City of Hastings recommended approval of the request. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council concurs with the recommendation of the Planning Commission and hereby approves the Original Hastings Design Design Standards Review as presented to the City Council subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated May 7th 2011. 2) Approval of a building permit. 3) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. 4) Removal of existing detached structures.
