HomeMy WebLinkAbout20120416 - VII-5 City Council Memorandum To: Mayor Hicks & City Councilmembers From: Barry Bernstein, Parks and Recreation Director Date: April 11, 2012 Item: Tennis Court Repair Council Action Requested: Approve the recommendation and enter into an agreement with Upper Midwest Athletic Construction to repair the Roadside Tennis Courts. Background Information: The Roadside Tennis Courts have experienced severe compromise over the past several years. The Parks and Recreation Department has attempted to combat the issues with a crack fill product which is more or less a band aid to ensure a safe playing surface. In 2011, no maintenance was performed on the tennis courts due to budgetary constraints. Unfortunately, the courts are now beyond any crack fill type of repair. The Parks and Recreation Department requested quotes and received responses from four companies. Two of the companies refused to perform the work at all, stating that they would not be able to guarantee it as the courts have deteriorated too much. However, they did offer to totally reconstruct the courts, at a cost prohibitive verbal quote of $250,000 and up! Below, I have included information provided to me by Parks Maintenance Supervisor, Cory Likes, from the four companies who responded: Court Surfaces This company has performed work on our courts in the past. When we contacted them this year, we were informed that they are not interested in any crack filling repair work on our courts as they cannot guarantee their work/product due to the courts being too far gone. They did say they would be interested in a total reconstruction of our courts. The cost of total reconstruction from a verbal quote is estimated at $250,000-$350,000. Lee Sport Surfaces Lee Sport Surfaces also knows our courts from previous work/estimates and they informed us they would not consider repairing our courts because in their assessment, our courts are irreparable utilizing their methods. C & C Courts This company utilizes Sport Court which is a tile court that is set in place above the bituminous surface. The quote for this product is $132,644. Upper Midwest Athletic Construction This company submitted a quote of $78,000 to repair/paint our courts utilizing an Armor Guard product which is a bonding agent. Cory and I looked at repair projects utilizing this company/product in other communities (Apple Valley) and were impressed and would recommend this company. Financial Impact: The 2012 budget includes $78,000 for repair work at Roadside Tennis Courts Advisory Commission Discussion: At the Tuesday, April 10th PRC meeting, the PRC recommended to accept the quote from Upper Midwest Athletic Construction to repair the tennis courts and to bring the issue forward to City Council for approval.
