HomeMy WebLinkAbout20120416 - VIII-B-1 City Council Memorandum To: Mayor Hicks & City Councilmembers From: Justin Fortney, Associate Planner Date: April 16, 2012 Item: Site Plan Review – Valley Chevrolet #2012-11 – 2929 Highway 316 City Council Action Requested: The City Council is asked review the proposed site plan. Background Information: The proposal includes the demolition and rebuilding of the showroom and the addition of a service drive in and office. The new property owners intended to remodel the showroom, but found the footings lacking frost protection. Demolition and rebuilding turned out to be more practical. The proposal will increase the size of the building by about 2,000 Sq Ft. The service drive in will allow customers to drive the vehicle into the building without actually driving it into the service building. There will also be an office for the service manager and storage space. Landscaping Since the floor area will not be increased by more than 25% a full landscaping plan is not required. Landscaping that is impacted must be replace. There is no existing landscaping in the affected area. The dumpsters must be located in enclosures that effectively screen them from view. Building Materials The proposed materials meet the design standards. The design standards require that a minimum of 65% of the façade be of class 1 or 2 materials with 25% being class 1. The proposal shows that glass (class 1) makes up about 50% of the façade. The remaining portion of the façade is EFIS and prefinished ACM (aluminum composite material)( class 2) Parking The parking requirements are met. The required number of parking spaces is 43. There is almost quadruple that amount provided. One space will be lost with the reconfiguration of parking around the showroom, which was due to the inclusion of handicapped parking. Previously, some parking spaces were angled off of a one way isle that required drivers to exit by driving through the service department building or by backing up a one way drive isle. Financial Impact: The proposed improvements will increase the properties tax value. Advisory Commission Discussion: The Planning Commission voted to recommend approval of the site plan (6-0). Site Plan/Elevation Drawings HASTINGS CITY COUNCIL RESOLUTION NO._________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR 2929 HIGHWAY 316. Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Valley Chevrolet, has petitioned for Site Plan approval for reconstruction of the front portion of the building; and WHEREAS, The property is generally located at 2929 Highway 316 and legally described as Part of Lot 2 Blk 3 Com Most East Corner SW on SE Line 60 Ft To Beg Cont SW 681.16 Ft to Most Southern Corner NW on SW Line 320 Ft NE Parr SE Line 681.16 Ft SE Parr NE Line 320 Ft to Beg Ex Pt of Highway, Dakota County, MN; and WHEREAS, on April 9, 2012, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subject to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated April 16, 2012. 2) Approval is subject to a one-year sunset clause; if a building permit is not obtained within one year of City Council approval, the approval is null and void. 3) All exterior lighting is required to be shielded down and away from adjacent properties and right-of-ways. 4) All signage will require a separate sign permit. Signage depicted on the site plan submittal does not constitute approval. 5) All parking and drive aisle areas shall be constructed to City standards including bituminous surfacing and concrete curb and gutter. 6) Dumpsters must be located in an approve screening enclosure(s) 7) Any uncompleted site work must be escrowed for prior to issuance of a certificate of occupancy. Council member ______________________ moved a second to this resolution and upon being put to a vote it was unanimously adopted by all Council Members present.
