HomeMy WebLinkAbout20120402 - 20120319 CCMinutes Hastings, Minnesota City Council Minutes March 19, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 5, 2012 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz, and Slavik. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee City Engineer Nick Egger Parks & Recreation Director Barry Bernstein Police Chief Paul Schnell Building Official Tom Bakken Fire Inspector Al Storlie Code Enforcement Inspector Dawn West Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on March 5, 2012. Hearing none, the minutes were approved as presented. Mayor Hicks noted that Chief Schnell was recently recognized for his work on behalf of addressing domestic violence and will be presented with the 2012 Aware Award next month. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay Bills as Audited 2. Resolution 03-07-12—Approve Renewal of Consumption and Display Permit for the Knights of Columbus Hall 3. Certificate of Satisfaction—Land Credit Subsidy for Jakata Properties (Eischen Cabinets at 625 Commerce Drive) 4. Certificate of Satisfaction—Land Credit Subsidy for Arthur G. Miller (Miller Electric at 2911 Enterprise Drive) 5. Resolution 03-08-12—Supporting the Submittal of a Local Trail Connections Grant Request for County Road 10 (Ravenna Trail) Trail Connect6. Resolution 03-09-12—Request for MNDOT Design Standard Variance for Road Width: Highway 291 Turnback Project 7. Declare Four DWI and/or Criminal Seizure Forfeiture Vehicles Surplus Property and Authorize for Public Sale City of Hastings March 19, 2012 City Council Minutes Page 2 of 3 8. Approve Regina Parking Variance Request for March 28th and 29th Public Hearing—Amending City Charter Ordinance Section 1.03: Ward Boundaries Mesko Lee introduced the item. Public Hearing was opened at 7:04 p.m.; hearing no further comments, Public Hearing was closed at 7:04 p.m. Assessment Hearing—2012 Infrastructure Improvement Program Egger introduced explaining the assessment abatement process is essentially the same as previous years. If the property owner’s assessment cost is not paid; it will be certified to the property tax with a low interest rate of 3.6%; which historically average 5-6%. Public Hearing was opened at 7:12 p.m.; hearing no further comments, Public Hearing was closed at 7:12 p.m. Resolution 3-10-12—Adopt Assessments: 2012 Infrastructure Improvement Moved by Councilmember Nelson, seconded by Councilmember Balsanek to approve as presented. 7 Ayes, Nay, None. Second Reading/City Charter Ordinance 2012-03— Section 1.03: Ward Boundaries Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve as presented 7 ayes, Nay, None Code Enforcement Report Osberg introduced the item and summarized the recommendations being presented. There was discussion on some of the items presented, timeline for upcoming ordinance amendments, and future follow up on any proposed initiatives Pam Pontzer, 613 West 6th Street, thanked the Council and staff for the attention to the issue. Mayor Hicks noted that items regarding vacant housing registration and parking on improved surfaces ought to be discussed with the Public Safety Committee of the Council It was noted that the City responds on a complaint basis; residents with property maintenance concerns should contact City Hall. Councilmember Schultz moved to approve the recommendations as presented, seconded by Councilmember Balsanek 7 ayes, Nay, None Resolution 3-11-12—County Road 46/47 Trail Project Approving Plans and Authorizing Advertisement for bids Bernstein, Osberg and Egger spoke to the details of the item Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve as presented 7 ayes, Nay, None City of Hastings March 19, 2012 City Council Minutes Page 3 of 3 COMMENTS FROM AUDIENCE: Larry Fox, no address given, provided some comments Reports from City Committees, Officers, Councilmembers: • HPC will meet on Tuesday, March 20 at 6 p.m. at City Hall • Training for Communities Against the Exploitation of Senior Citizens will be on March 22 at 6:30 p.m. at City Hall • Planning Commission will meet on Tuesday, March 26 at 7 p.m. at City Hall • The next City Council meeting will be Monday, April 2 at 7 p.m. at City Hall Adjournment: Moved by Councilmember Alongi, seconded by Councilmember Slavik to adjourn meeting at 8:29 p.m. _________________ ___________________________________ Paul J.
