see attached general ledger detail for further information. BUSINESS A. Hudson Redevelopment At the February 16th HEDRA Workshop, Commissioners discussed the desire to proceed with demolition
of the 1974 portion of the former Hudson Manufacturing Building. The 48,000 s.f. addition is constructed of concrete tip-up panels. The 1974 addition was not included in the Hudson Building
Reuse Study and is not historically significant. Cost of the demolition is estimated at $250,000. Grant funding has been secured for $140,000 via the Dakota County CDA. HEDRA has submitted
a grant request for the remaining $110,000 to the CDA. Final decision on the CDA grant is expected in the next month. ACTION – HEDRA is asked to consider taking the following actions
related to the 1974 Hudson Building addition: 1) Order a public hearing to consider demolition. The public hearing would be held at the April HEDRA meeting. All residents within 350
feet of the site would be notified by mail. Notification would also be placed on the City’s web site and Hastings Star Gazette.
2) Authorize Preparation of Plans and Specifications. Staff would seek the assistance of a structural engineering company to prepare plans and specifications for the demolition or removal
of the building. Asbestos abatement and effects to the remaining structure including building openings and utility connections would be considered. Please see the attached site map and
demolition estimate for further information. REPORTS A. Go Kids Day Network Presentation Cheryl Wagner of Gahnz Furniture has requested time to present information on “Go Kids Day Network”,
a shop local\marketing campaign for small businesses. Further information on the program can be found at www.gokidsday.com. According to the website, the goal of GO KIDS DAY NETWORK
(GKDN) is to provide an effective, easily accessed, energy efficient and low-cost marketing platform that enables small business to effectively compete in an increasingly complex and
globalized marketplace. GKDN enables locally owned small business to lead the way for meeting the social, economic, and environmental needs of the community. GKDN has developed a suite
of 21st century marketing programs to drive awareness, sales, and loyalty for local business as follows: GO KIDS DAY low cost marketing platform promotes local commerce using the latest
in technology, providing every business a web site, promotion on social media, email and text marketing, and mobile access. Please see the attached Go Kids Day Information Sheet for
further information. B. HEDRA Workshop Recap The February 16th HEDRA Workshop provided valuable feedback for staff and assisted in prioritizing future activities related to Hudson Redevelopment
and HEDRA Marketing. The attached minutes provide discussion details and future goals. Please review the minutes to ensure everything was included. C. Marketing Plan The Marketing Plan
details next steps for implementation. During the February 16th workshop HEDRA discussed the marketing message, what’s being promoted, audience, and partnerships. Staff seeks verification
on the following activities outlined in the Marketing Plan: 1. Reach agreement on gaps in city’s current business make-up that need addressing. Research recommends the following focus
areas:
• Tourism (e.g. family-friendly restaurants, businesses that appeal to boat travelers and trail/recreation users) • High-tech businesses • Major retailers (e.g. Kohl’s, JC Penney) •
Larger specialty stores (e.g. Michaels) 2. Reach agreement on top 1-2 priority development locations from key areas of need mentioned in research: • Downtown business district (recommended
for tie-in to new bridge) • Industrial park • West side (along County Road 46) • Former Hudson Manufacturing facility Please see the attached Marketing Activities 1st Quarter 2012 Update
for further information. D. Hudson Redevelopment Update A news release detailing Hudson Redevelopment activities and next steps has been prepared. The information will also be placed
on the City’s website. Please see the attached Hudson Redevelopment News Release for further information. Staff met with National Park Service representatives about locating a future
interpretive center or activities on the Hudson site as part of the Mississippi National River and and Recreation Area. The Hudson Building Reuse plan suggested dedicating 4,000 s.f.
of the facility for National Park Service needs. The Park Service is very interested in expanding its presence in Hastings. Staff will continue to meet to determine needs and finances.
E. Community Development Annual Report Please see the attached 2011 Community Development Report for further information. Staff will present further information at the meeting. F. HEDRA
Financial Report – 4th Quarter 2011 Please see the attached Report from HEDRA Assistant Treasurer Char Stark for further information.
