HomeMy WebLinkAbout20120305 - 20120221 CCMinutes Hastings, Minnesota City Council Minutes February 21, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, February 21, 2012 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz and Slavik. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee City Engineer Nick Egger Community Development Director John Hinzman Parks & Recreation Director Barry Bernstein Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on February 6, 2012. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay Bills as Audited 2. Personnel Policy Amendment—Per Diem and Mileage Reimbursement 3. Resolution —Supporting the Development of the Mississippi River Trail (U.S. Bicycle Route 45) 4. Approve Change Order #6—2010 Infrastructure Improvements: Hardrives, Inc. 5. Resolution — Approve Final Payment for 2010 Infrastructure Improvements: Hardrives, Inc. ($23,636.97) 6. Resolution — Approve Final Payment for 2011 Infrastructure Improvements: Friedges Contacting, Inc. ($20,795.75) 7. Authorize Ordering/Purchase of a Budgeted Police Patrol Vehicle 8. Approve Purchase of Budgeted Parks and Recreation Equipment 9. Approve 2012 Nick Clare Memorial Run Public Hearing—Ordinance Amendment Relating to Parks and Recreation Commission Bernstein introduced the item. The youth member could contribute to discussions of the Commission, but would not be included in the quorum calculations and would not vote on issued before the Commission. Public Hearing was opened at 7:05 p.m.; hearing no comments, Public Hearing was closed at 7:05 p.m. City of Hastings February 21, 2012 City Council Minutes Page 2 of 3 Second Reading/Ordinance Amendment 2012-01— Chapter 30.06: Parks and Recreation Commission Moved by Councilmember Nelson, seconded by Councilmember Alongi to approve as presented 7 Ayes, Nay, None. Public Hearing—Ordinance Amendment Relating to Prohibiting City Employees from Purchasing Abandoned Motor Vehicles, Unclaimed Property and Excess Property Mesko Lee introduced the item explaining this amendment was consistent with a recent directive from the Office of the State Auditor requiring Police Departments to prohibit police staff from purchasing property for sale at a City auction. Public Hearing was opened at 7:07 p.m.; hearing no comments, Public Hearing was closed at 7:07 p.m. Second Reading/Ordinance Amendment 2012-02— Chapter 32.01 (D): Prohibiting City Employees from Purchasing Abandoned Motor Vehicles, Unclaimed Property and Excess Property Moved by Councilmember Slavik, seconded by Councilmember Hollenbeck to approve as presented presented 7 Ayes, Nay, None. Resolution—Proposed Parking Restrictions for 12th Street Between Pleasant Drive and McAuliffe Elementary School Egger introduced the item; he noted that this is a request by Hastings School District and staff is supportive of the change. Impacted property owners have been notified of the proposed restriction and no comments have been received. Council had discussion about the extent of the restrictions. Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve as presented. 6 Ayes; 1 Nay -Councilmember Balsanek voting against. Presentation of Community Development Department Annual Report Hinzman introduced the item highlighting last year’s development projects. The Council thanked staff for the report and their hard work. Presentation of Parks and Recreation Department Annual Report Bernstein introduced the item highlighting the department’s 2011 activities. The Council thanked staff for the report and their hard work. Authorization to Consider Charter Amendment: Section 1.03—Ward Boundaries Mesko Lee introduced the item stating the Charter Commission met on February 9th to determine the impact of the 2010 Census on Hastings’ Ward and Precinct boundaries. An updated preliminary map was presented to council. A discussion followed about some proposed changes to square off Ward 2, Precinct 2’s southern boundary along 14th Street West. City of Hastings February 21, 2012 City Council Minutes Page 3 of 3 Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve the preliminary map as amended. 7 Ayes, Nay, None. Reports from City Committees, Officers, Councilmembers: • Public Safety Advisory Commission will meet on Friday, February 24 at 7:30 a.m. at City Hall. • Planning Commission will meet on Monday, February 27 at 7:00 p.m. at City Hall. • The next City Council meeting will be Monday, March 5 at 7:00 p.m. at City Hall.
