HomeMy WebLinkAbout02/09/98 Hastings Planning Commission Minutes of February 9, 1998 Commissioner Schommer called the meeting to order at 7:00 p.m. Commissioners Present: Schommer, Flom, Strauss, Donndelinger, and Schultz Staff Present: Community Development Director Wozniak and Zoning Administrator Weiland Minutes: Commissioner Schommer called for corrections to the January 26, 1998 meeting minutes. There being no changes or corrections the meeting minutes were approved. Public Hearing - Rezoning and Comprehensive Plan Amendment for Vermillion State Bank - R-4 Medium Density Residential to C-3 Commercial and u-m (Urban Residential) to C (Commercial): Zoning Administrator Weiland presented background information related to this item. Commissioner Schommer opened the public hearing at 7:08 p.m. Comments were heard from a nearby property related to a concern that commercial development of the subject property may diminish residential property values in the area. There being no further public comments, the hearing was closed at 7:12 p.m. Considerable discussion by the Commission followed with debate focused on concerns about reducing the amount of property if the city planned for higher density residential development. Commissioner Strauss moved, and Commissioner Schultz made a second to table consideration of the Vermillion State Bank's request to re-guide and rezone property at the intersection of the So. Frontage Road and Lynn Way until the February 23, Planning Commission meeting. The motion further directed staff to provide additional background information on properties planned and zoned for higher density housing. Upon vote taken, Ayes, 4; Nays, 1. Motion carried. Public Hearing - Ag Zoning Text Amendment: Zoning Administrator Weiland presented background information related to this item. Commissioner Schommer opened the public hearing at 7:45 p.m. There being no comments the hearing was closed. Commissioner Strauss moved and Commissioner Flom made a second to recommend approval of an amendment to the Zoning Ordinance to add text to allow "cluster developments" as a permitted use. Upon vote taken, Ayes, 5; Nays, 0 Motion carried. Adjournment: Commissioner Strauss moved, and Commissioner Schultz made a second to adjourn the meeting at 8:15 p.m. Motion carried.
