HomeMy WebLinkAbout10/28/96 Hastings Planning Commission Minutes of October 28, 1996 Commissioner Onnen opened the meeting at 7:00 p.m. Commissioners Present: Strauss, Bolesworth, Flom, Harrington, Onnen and Schommer. Staff Ptesent: Community Development Director Wozniak MINUTES P.H.lSPECIAL USE & SITE PLAN - ANTIPAS AUTOBODY FINAL PLAT SOUTH PINES 2 Commissioner Onnen called for additions or corrections to the October 15, 1996, meeting minutes. There being no changes the minutes were approved. Wozniak presented background information regarding a request for site plan and special use permit approval for a proposed autobody shop at 2131 Vermillion St. Commissioner Onnen opened the public hearing at 7:02 p.m. Mayor Werner gave testimony regarding past concerns about automobile sales associated with autobody uses. He noted that automobile sales are not permitted within the C-3 Zone District. The applicant, Dennis Mann, commented that the proposed use of the property is for autobody repair work only. There being no further comments the public hearing was closed at 7:10 p.m. Commissioner Harrington moved and Commissioner Bolesworth made a second to recommend approval to the Hastings City Council of the special use permit and site plan for Antipas Autobody at 2131 Vermillion Street subject to the following conditions: 1. The proposed structure and accessory items including, but not limited to, the parking lot landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. 2. The applicant shall comply with Public Works Director Montgomery's comments listed as 1-3 in his October 24,1996 memo concerning the Antipas site plan before the city issues a building permit. Upon vote taken, Ayes, 6; Nays, O. Wozniak presented background information on the South Pines 2 final plat. Commissioner Harrington moved and Commissioner Bolesworth made a second to recommend approval of the South Pines 2 final plat subject to the following conditions: 1. Lot 21 Block 3 and Lot 1 Block 5, shall be widened to meet the 75 ft width at setback before the final hard shells are accepted. 2. The final plat hard shells must be consistent with the approved final plat. 3. The final approval of the final plat is contingent on the rezoning of the property to R-1. 4. The developer shall pay $28,050.00 in park land dedication fees prior to the City signing any final plat. 5. The developer shall pay $19,210.00 in interceptor sewer charges prior to the City signing any final plat. Upon vote taken, Ayes, 6; Nays, O. ADJOURNMENT Commissioner Schommer moved and Commissioner Flom made a second to adjourn the meeting at 7:45 p.m.
