BUSINESS A.Hastings Marketing Plan –Himle Horner Prior to the November meeting staff held a conference call with Himle Horner to review and discuss the final draft of their proposed Marketing Plan for the Hastings EDRA. During this meeting staff felt there were a few additional elements needed to make the Plan as robust and functional for the Commission to use as a guide over the next two - three years. Himle Horner agreed to go back and add additional the additional materials needed to meet staff’s requests. Staff decided to hold off on presenting the Marketing Plan to HEDRA in November until the addition information was included and Himle Horner could present a complete Plan that staff was comfortable with. On November 23 staff again met with the Himle Horner and reviewed the new draft of the plan. Staff is very pleased with the final product. We feel comfortable that this will be a document that will guide our steps in both developing as well as implementing HEDRA’s marketing efforts. Himle Horner will join the commission at the December meeting to present the final draft to the Commission and answer any question you might have regarding the plan or implementation. Following the presentation and any questions, Staff recommends that the Commission move to approve the document provided to them as the final Marketing Plan. ACTION: Review and adopt Marketing Plan Please see the attached Marketing Plan for further information. B.Amendment to Met Council Grant Agreement – Red Rock Parking Lot Metropolitan Council has agreed to extend the grant agreement to fund construction of the Block 16 Red Rock Commuter Parking lot until December 31, 2012. st ACTION: Authorize Signature of the 1 Amendment to the Grant Agreement between Please see the attached Amendment for further information. REPORTS A.Hudson Redevelopment – Discussion of Reuse Report At the last HEDRA meeting the consultant team presented the Hudson Reuse Report. Based on the historical and design characteristics of the building and the identified needs of the community, the Reuse Team developed three scenarios for reuse of the building. Additionally, three site plan schematics were developed exploring ways to configure necessary parking, public spaces and new development. Cost estimates for the building and site scenarios were developed, and used to complete a financial analysis for the feasibility of reuse scenarios including three anchors: large inn, small inn, and restaurant/banquet center. The report has also been shared with developers to critique the analysis and to better determine development feasibility. More information of developer discussions will be presented at the meeting. ACTION: Discuss reactions to the Reuse Report and potential next steps, including the following: Uses:Market, desire by the community, affect on existing businesses, other uses to be considered. Building Preservation: The plan proposes keeping both the Pre 1927 “F” portion of the building along with the 1946 poured concrete addition north to the river. Site Design: Addition of standalone residential to the west of the site, structured parking versus ramps, development of park land along the river. B.Hudson Redevelopment –Environmental Update Stantec has completed the Phase II Environmental Analysis of the Hudson Site. Soil borings, test pits and vapor probes were used to collect sample data. Samples were examined to determine levels of various pollutants and contaminants. Evidence of various pollutants was present in the soil and ground water including lead, arsenic, mercury, petroleum, pesticides, and PCB’s. The latest testing appears consistent with previous testing on the evidence of contaminants; but provides further detail on the exact locations and extent on contaminants. Stantec and Dakota County Environmental will use the data to better map pollutants to prepare for submittal of the Response Action Plan (RAP) early next year. The RAP is submitted to MPCA and provides a checklist for environmental cleanup. Approval of the RAP by MPCA is targeted for completion to allow for eligibility for the Spring round of cleanup grants from various agencies. Motion Passed 5-0 IV.B USINESS A.Hastings Marketing Plan – Himle Horner Director Hinzman requested that action be delayed to allow for further detail to be developed. The item will likely be brought forward at the December meeting. V. R&I EPORTSNFORMATION A. Hudson Building Reuse Study Presentation Director Hinzman introduced the item.The Study is an important first step to evaluate development scenarios on the Hudson site and will assist in guiding future decisions including potential demolition of the building. Will Stark of Stark Preservation Planning presented the study which included n extensive investigationof the Hudson Building to evaluate its potential for adaptive reuse. The Study Team concluded the building could be reused and offered three development scenarios entailing a variety of uses including hotel, office, restaurant, residential, and banquet facilityuses. B. Status Report: Hudson Property Director Hinzman presented a status report on the Hudson property including maintenance issues, environmental review, the reuse plan, and redevelopment issues. C.Red Rock Parking Lot Concept Plan Director Hinzman presented a concept plan for the development of a 100 space commuter parking lot on Block 16.
