Background Information: There are three 3,000 Sq Ft buildings proposed, which would be constructed in stages and used as self storage units. They are two sided with garage doors on both sides for a total of 20 units in each building. The property is currently vacant and zoned I-1 (Industrial Park) The proposed use is allowed and there are similar storage units in the area. The zoning ordinance does not specify setbacks for Industrial districts. The proposed setbacks are reviewed for constancy with the surrounding properties. The proposed setbacks are similar to surrounding properties: 23’ front, 30’ north, and greater to the rear and south. The current storage buildings in the area including the existing storage building on the owner’s adjacent lot to the south are made of corrugated metal. The exterior of the proposed buildings are split faced block. The blocks are the same colors as the existing buildings to the south (tan, maroon). The roofs will be asphalt shingles. Access and maneuvering areas are adequate. Parking is not a concern because there are no employees. The existing driveway onto Commerce Drive will be utilized. The applicant was proposing 3 trees along the street frontage. After being told the landscaping requirements require 11 trees and 14 shrubs for this property, he is having the landscaping plan redrawn prior to the City Council meeting on Monday. A large portion of the front and rear of the property is proposed as green space. Outside storage of vehicles and trailers is not proposed, if it occurs, screening will be required. Advisory Commission Discussion: The Planning Commission voted to recommend approval of the site plan (6-0). No members of the public spoke at the meeting. Site Plan HASTINGS CITY COUNCIL RESOLUTION NO._________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR 2699 COMMERCE DRIVE. Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Jerry Grotjohn, has petitioned for Site Plan approval for three storage buildings building; and WHEREAS, The property is generally located at 2699 Commerce Drive and legally described as Lot 4, Block 1, Hastings Industrial Park No 4, Dakota County, MN; and WHEREAS, on November 14, 2011, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subject to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1. Conformance with the City Council Staff Report and plans dated November 21, 2011. 2. Approval is subject to a one-year sunset clause for each of the three buildings to run consecutively; if a building permit is not obtained within one year of City Council approval for the first building, two for the second, and three for the third, the approval is null and void. 3. A new landscape plan showing the required amount of landscaping must be submitted. 4. Conformance with engineering’s comments. 5. All disturbed areas on this property shall be stabilized with rooting vegetative cover, asphalt, or cement to eliminate erosion problems. This must also occur between project stages. Council member ______________________ moved a second to this resolution and upon being put to a vote it was unanimously adopted by all Council Members present. The proposed building will be constructed entirely of the split faced block that is found on the lower portion of this building. There will be three different color blocks used to match the colors of this building.
