HomeMy WebLinkAbout20111017 - 20111003 CCMinutes Hastings, Minnesota City Council Minutes October 3, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday October 3, 2011 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Alongi, Hollenbeck, Nelson, Schultz and Slavik. Members Absent: Councilmember Balsanek Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Community Development Director John Hinzman Public Works Director Tom Montgomery Parks & Recreation Director Barry Bernstein, Police Chief Paul Schnell Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on September 19, 2011. Hearing none, the minutes were approved as presented. Welcome to New Full-Time Firefighters—Mindy Bekker & Dave Janssen Fire Chief Schutt introduced and Council welcomed Mindy Bekker and Dave Janssen as our new full time firefighters Proclamation— National Domestic Violence Awareness Month Police Chief Schnell introduced Mary Ajax and Ann Sheridan of the 360 Degree Community of the Lewis House. The proclamation was read by Council. Mayor Hicks presented the Proclamation and expressed gratitude to Mary Ajax and Ann Sheridan for their dedication and hard work on this important issue. Moved by Councilmember Alongi, Seconded by Councilmember Schultz to approve as presented 6 ayes; Nays, None. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 6 Ayes; Nays, None. 1. Pay Bills as Audited 2. Approve Joint Powers Agreement with Dakota County to Narrow Band Outdoor Warning Siren Network 3. Resolution —Accepting Anonymous Donation of $51.90 for the Parks & Recreation Youth First Program 4. Resolution —Accepting Donation from Hastings Environmental Protectors of $300.00 for a Memorial Tree in a City Park 5. Resolution —Approve Premise Permit for Lawful Gambling at the Coliseum Sports Bar 6. Resolution —Approve Massage Establishment License for Barb’s Therapeutic Massage 7. First Reading/Order Public Hearing—Fee Ordinance Amendment Relating to Parks & Recreation Advertising Program City Council Minutes October 3, 2011 Award Contract— Civic Arena Dehumidifier Bernstein introduced the item stating that the dehumidification unit of the west rink of the Civic Arena is not functioning properly and needs modification. The project bid from American Industrial Refrigeration Mechanical Contractors bid was $18,254.00, which is within the 2011 budget. Moved by Councilmember Slavik, Seconded by Councilmember Alongi to award as presented. 6 ayes; Nays, None. Public Hearing— Ordinance Amendment Relating to Interim Uses in the Ag District and Fee Schedule Hinzman introduced the item stating that the interim use permit will cover an eighteen month period for temporary uses. The application fee will be $500.00. Extreme Sandbox has expressed an interest to operate a facility on a trial basis at the southeast corner of Glendale Road and County Road 54 – Ravenna Trail. Mayor Hicks opened the Public Hearing at 7:13 Hearing no comments, Mayor Hicks closed the Public Hearing at 7:13 p.m. Second Reading/Ordinance Amendment— Ordinance Amendment to Chapter 155.21 Related to Interim Uses in the Ag District and Chapter 34.03 – Fee Schedule Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to approve the ordinance amendment related to Interim Uses in the Ag District and Fee Schedule as presented. 6 Ayes; Nays, None. Public Hearing— Ordinance Amendment Relating to Adopting Dakota County Flood Maps Hinzman introduced the item stating the code amendment adopts the new FEMA Flood Insurance Rate Maps, eliminates duplicate information on penalties for violations, and establishes uniform violation language with other sections of City Code. Mayor Hicks opened the Public Hearing at 7:16 Hearing no comments, Mayor Hicks closed the Public Hearing at 7:16 p.m. Second Reading/Ordinance Amendment— Ordinance Amendment to Chapter 151 Related to Adopting Dakota County Flood Maps Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the ordinance amendment adopting Dakota County Flood Maps as presented. 6 Ayes; Nays, None. Order Feasibility Study for Proposed 2012 Infrastructure Improvement Program Montgomery introduced the item stating the proposed street and utility reconstruction project will cover the neighborhood bounded by 15th Street West to the North, 18th Street West to the South, Pine Street to the West and Vermillion Street to the East. The cost of the proposed project will meet the estimated cost of improvements previously recommended. Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve as presented. 6 Ayes; Nays, None. City Council Minutes October 3, 2011 Support for Establishment and Implementation of Policies Related to Domestic Violence and Police Response to Domestic Violence Schnell introduced the item stating that Hastings Police Department policy will be based on the model policy published by the International Association of Chief’s of Police (IACP). Schnell asked for an affirmative statement from Council covering police department perpetrated domestic violence and police response. Moved by Councilmember Alongi, seconded by Councilmember Slavik to support the preparation of a policy related to Domestic Violence and Police Response to Domestic Violence. 6 Ayes; Nays, None. Approve Updated Police Department Job Descriptions and Authorize Initiation of Hiring Process for Eligibility List Schnell introduced the item requesting a change in the minimum education requirements for the positions of police officer and ranking officer positions within the Hastings Police Department and authorize establishing an eligibility list for future possible police officer openings. Moved by Councilmember Schultz, seconded by Councilmember Alongi to approve as presented. 6 Ayes; Nays, None. Approval of 2011 Gobble-Gait Route and Logistics Osberg introduced the item and explained the change in route this year utilizing the City parking lot adjacent to the American Legion Club. Residents in the surrounding area will receive informational flyers explaining the 2011 Gobble-Gait Route. Mary Fasbender of the Hastings Family Service addressed the Council and thanked them for their support of this popular event. Moved by Councilmember Hollenbeck, seconded by Councilmember Alongi to approve as presented. Approve 2012 Non-Union Compensation Adjustments Osberg introduced the item authorizing a 1.0% adjustment in non-union compensation effective January 1, 2012 and a 1.0% adjustment to non-union compensation effective July 1, 2012. Funding for these adjustments was included in the approved 2012 Budget. Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve as presented. 6 Ayes; Nays, None. Closed Door Session—2011 Labor Negotiations Moved by Councilmember Slavik, seconded by Councilmember Nelson to adjourn the open door meeting at 7:45 p.m. Mayor Hicks called the closed door session to order at 7:46 p.m. Moved by Councilmember Schultz, seconded by Councilmember Nelson to adjourn the closed door session at 8:06 p.m. Mayor Hicks reconvened the open door session at 8:06 p.m. Announcements: • The Finance Committee will meet on Friday October 7 at 7:30 am at City Hall. • The Fire Department Open House is on Tuesday October 11, 2011. • The Administrative Committee will meet on Tuesday October 11, 2011 at 7:30 AM. • The Parks and Recreation Commission will meet on Tuesday October 11, 2011 at 6:00 PM • HEDRA will meet on Thursday October 13, 2011 at 6:00 PM • Mayor Hicks congratulated Assistant City Administrator Melanie Mesko on the birth of her son on September 30, 2011 • Mayor Hicks congratulated City employees Kari Barker and John Hinzman Hinzman on their completion of the Twin Cities Marathon on Sunday October 2, 2011 City Council Minutes October 3, 2011 Adjournment Moved by Councilmember Schultz, seconded by Councilmember Slavik to adjourn meeting at 8:07 p.m. ________________________________ ____________________ ___________ Paul J.
