The C ity Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, July 20, 19 at 7 :00 p. m. in
the city Hall Council Chamb 100 Sibley Street, Hastings,
M
Members Present: Councilme Johnson, Mathiowet ,
Trautmann, Hicks, Riveness and M ayor W erner
Members Absent: Councilmember Simacel

The Mayor called for corrections o r additions to APPROVAL
the minutes of the regular meeting on July 6 1992 of MINUTE
and the special meeting of July 15, 1992 and hearing
none the minutes were approved as presented.
Moved by Councilmember Trautmann, seconded by CONSENT
Councilmember Riveness to approve the consent agenda AGENDA
has presented.

Mayor Werner opened the Public Hearing at
7:0 p . m. to hear comments on a proposed amendment
to Chapter 10, Section 3.0.17 of the City Code which
would allow churches as a permitted use in the C - 3
Zone District* The City Clerk provided proof of
affidavit of publication. The Mayor asked if anyone
wished to speak on the issue, no one wished to do so.
The Mayor closed the public hearing at 7: p . gin.
Mayor Werner opened the Public Hearing at

by Prism Autobody located at 460 Spiral Blvd.
The City Clerk provided proof of affidavit of
publication. The Mayor asked if anyone wished to

7:06 p.m. to hear comments on a request for a special HEARIKGT
use permit to allow an expansion of the existing SPECIAL
automotive repair operation by Carlson Auto Truck, USE- 3
Inc, located at 635 Spiral Blvd, The City Clerk SP331AL BLVD*
provided proof of affidavit of publication. The Mayor
asked if anyone wished to speak on the issue, no one
wishedto do so. The Mayor closed the public hearing at
7:07 .m.

ouncilmember Mathiowetz to table the 1st Reading of READING-
an amendment to Chapter 10, Sect ion 10.17 to allow AME ND CH*
churches in the C-3 District, to the Council meeting 10w17
of August 3. 1992* 6 Ayes; Nays, None,
Moved by Coun ilmember Hicks, seconded by SPEC USE
ouncilmember Riveness to approve a► special use permit PERMI7-460
to allow an automotive repair operation by Prism SP= BLVD.
Autobody as approved by the Industrial Park Board
subject to the following conditions:
a. That the outside stowage of automotive parts
is prohibited. All new and used auto parts
must be stored within the structure.
b. No unlicensed, unregistered, inoperable or
damaged vehicles shall be stored outside
over night,
CIO All work to be performed on motor vehicles
shall be conducted inside the building.
d. The entire site will be kept neat and
free of refuse at all times.
el Any outside garbage dumpsters shall be
properly screened on all four sides with
an opaque screening.
f. All uses on the subject property shall be
conducted in compliance with City Code,
g. The applicant shall submit sign plans to
city staff for review and approval and
shall receive necessary sign permits prior
to erecting signs.
h. There shall be no outside storage or sales
of new or used auto pants, vehicles, or
any - minor or major auto related components.
i c The proposed use shall meet all applicable
building and fire codes, All usei► on the
subject property shall be conducted with
City Code.
j. No car sales unless, any car for sale is
stored inside the building at all times,.
. That the applicant owner plant contiguous
evergreen landscaping at least six feet
high from the southwest corner of the
building to the southeast corner of the
property. The landscaping shall screen
the entire south side of the parking lot
such that the parking lot is not visible
from adjacent property to the south.

Federal or County regulations including
but not limited to requirements of the
United States Enviror ental Protection
Agency and the Minnesota Pollution
Control Authority.

use permit to allow an expansion of a automotive
repair operation located at 635 Spiral Blvd. as
recommended by the Industrial Park Board and subj
to the following conditions
Ao The proposed structure and accessory items
including, but not limited to, parking lot
and landscaping shall be completed pursuant
to the approved site plan. Upon request for
occupancy of the building, all uncompleted
items contained within the site plan shall
be addressed pursuant to the escrow
requirements contained within the site plan
review provisions of the city's zoning
ordinance Section 10,24),
B. That the landscaping be extended along the
west side of the proposed paring lot,

councilmember Trautmann to approve the No. Frontage
R oad easement acquisition proposal which forgives
sidewalk assessments against - three properties between
westview Drive and Pleasant Drive in exchange for the
property owner, granting the C ity a permanent sidewal
easement. This sidewalk proposal is included in th
1992 Im provement Program 6 A Nays, l

Hastings Comprehensive Annual Financial Report, an d
