The City Council of th Ci ty of Hastings, Minnesota met in
a regular meeting on Monday, April 20, 199 at :oo p, m, in the
City Hall Council Chambers, 100 Sibley Street, H astings, Minnesota.
Members Present: Councilmember Johnson, MathioWet ,

The Mayor called for corrections or additions t
the minutes of the regular meeting on April 6 1992
and hearing none declared the minutes approved as
presented.

WHEREAS, The citizens of this city are extreme
proud of thi Nations more than 200 year Heritage of
Freedom and are loyal to the ideals, traditions and
institutions which have made our nation so great, and
WHEREAS, Their obvious dedication to our Way
of life is indicative of a strong, continued desire to
preserve the priceless American heritage, an
WHEREAS, They Will be proud to stand up and
pu blicly declare their determination toward actively
and positively safeguarding our freedoms against any
foreign or domestic enemies, now
THEREFORE, I M ichael J. Werner, Mayor of
the City of Hastings, hereby call upon all my fellow
citizens to take full advantage of the special
occasion k nown a s LOYALTY DAY, celebrated annually
throughout the nation on the first day of May, as
an incentive for every true American to reaffirm his

individuals, schools, churches, organizations, business
establishments and domes within my official
jurisdiction display proudly the Flag of the United
States of America and participate in public patriotic
Loyalty Day activities which are to be co- sponsored by
the veterans of Foreign Wars of the United States, and

site plan for a proposed Senior Housing Project to
be located on south side of East 3rd Street between
Ramsey and Tyler Streets for Dakota County HRA.
This is approved as recommended by the Plannin
Commission subject to the following conditions
A. The proposed structure and accessory
items including, but not limited to, the
parking lot and landscaping shall be
completed pursuant to the approved site
plan. Upon request for occupancy of the
building, all uncompleted items contained
within the site plan shall be addressed
pursuant to the escrow requirements contained
within the site plan review provisions of
the city's Zoning ordinance (section 10.24).
B, The applicant/ owner shall provide off site
parking which satisfies City Code requirements.
C. The applicant /owner shall satisfy all Uniform
Building and Fire Codes.

located at 1325 South Frontage Road as recommended

A. The proposed structure and accessory items
including, but not limited to, the parking
lot, front facade and sine be completed
pursuant to the approved site plan. Upon
request for occupancy of the building, all
uncompleted items contained within the site
plan shall be addressed pursuant to the
escrow requirements contained within the site
plan review provisions of the city zoning

City Administrator Csberc presented an Air AIRPORT
Planning Process Scoing Report as prepared by the REPORT
Federal Aviation Administration & the Me tropolitan
Airports Commission, Councilmember dicks stated that
fund miser is being organized by Soar on May 3, 1992
in Rosemount unt regarding this issue. No action was
takenG
City Administrator Csberg reminded Council o COMMENTS
the City of Hastings Day at Koch Defining on Thursday, FPM COUNCIL
May 7, 19 92 , STAFF
City Administrator Osberg stated the s ubservice
investigation has been started at the Local Oil building;
and also the removal of title and carpeting has been
started in the old Courthouse and bathhouse.

Councilmember Hicks thanked KDWA for assistance
when a complaint came in on a sewer drainage problem
which was then resolved.
Councilmember Riven ss addressed issues on the
Three Rivers Frailer Park regarding "Children laying" signs
and the storm shelter being locked. H also questioned
when the lights at the tennis courts should be turned off.
Mayor Werner informed Council of an Appearance
Ordinance regarding residential and commercial propert
that will be coming to them at a future meeting.
