in a regular meeting on Monday, March 16, 1992 at pa me
in the City Hall Council Chambers, 100 Sibley Street, Hastings,
Minnesota,

Members Absent: Councilmember Mathiowetz and Simacek

The Mayor called for corrections or additions APPROVAL GE
to the minutes of the regular meeting on March 2, 1992 MINUTES
and hearing none declared the minutes approved as
presented,
Moved by Councilmember Trautmann, seconded by CONSENT
CouncilmtemberF Hicks to approve the consent agenda as AGENDA
presented.

The Mayor opened the Public Dearing at 7:03 p, m, PUBLIC
to consider an ordinance amending City Code Section HEARING-
3.10, Sud, 2A, Section 3.10, Subd. 2D, Section ORDINANCE
3.2 0, Subd. 2 and Section 5,34, Subd. 3, which AMENDMENT- -
increases license fees on on -Sale Beer licenses, LICENSES
Off -Sale Beer licenses, on --Sale Liquor licenses and
Cigarette licenses. The Mayor asked if anyone wished
to speak on issue, and Linda Hoeschen as owner of
the Mississippi Belle expressed her concerns. The
Mayor asked if anyone else wished to speak on the
issue, no one wished to do so. The Mayor closed
the public hearing at 7:06 pems

Councilrember Rireness to approve the request for
Change order #3 to the 1991-B Street & utility CBANGE CRDEl
Construction Contract, 5 Ayes; Nays, None,

ouancilmember Johnson to table the variance request VARIANCE
from Larry Sanders of 509 West 6th Street because RE UE T-

from the sign permit moratorium for Barbara Wittman BRIDAL

Moved by Councilmem,ber dicks, seconded by SIGN PERMI
Council member Trautmann to approve a request from ADAMS
John Bodger of Adams outdoor Advertising for a waiver
from the sign permit moratorium on two sign permits
to be located at 1510 & 2131 Vermillion Streets
subject to the following conditions.
That the size of each free standing sign not
exoeed 75 square feet in size or 20 feet in
height or whatever size and height that the
Council adopts for the proposed sign ordinance
currently under review.
2# The subject property shall be allowed only
one free standing sign. Furthermore, the
free standing sign proposed at each respective
location, In addition, each property owner
shall acknowledge that this will be the onl
free standing sign allowed on the property
regardless of any future development of the
property unless said free standing sign is
removed and replaced with a sign that meets
all City Code requirements in effect at that
time.
3. The minimum setback from property lines for
each sign shall be ten 10 feet,

an amendment to Chapter 11 of the City Cade which
repeals, in its entirety, existing City Code Sections
11.01 through 11.06; and adopting the new City Code
Sections 11,01 through 11. o , This motion also calls
nor a public hearing on April 6, 1992. 5 Ayes; Nays,

an ordinance amending Section 10.01, Subd. 1 of the
City Code causing amendment to the Official Zoning
Map to rezone property from "All Agriculture to "R-6

when all members of Council will be present.

Mayor Werner addressed the audience in regard RESIDENTS
to a letter and petition that were presented, along OF THREE
with a list of nine grievances. The grievances are RIVERS HO E

1, There i s not an adequate storm shelter.
2, There have been no improvements t the park
in the last fire years.
There is currently a freeze on the property

children (pool, basketball, baseball field.,
hockey arena, etc.)

6. Park rules and regulations suit only the
management, not the tenants of the park.
Inadequate plowing during the winter has
inhibited the busing of school age children
from scheduled pick -up points.
Unable to sell homes because of unreasonable
lot rent. This has caused the area to
r become unattractive to prospective buyers,
Inconsistent water bills,,
Regarding these issues, the following residents
expressed their concerns: Jill Hoffman, 18 Shannon Drive;
Mary And erson, 55 leggan Drive and Tim Fuller of 1331 leggan
Drive. Mr, Bruce R. Dar'S ow, 24 Radford Road and Orville
Doerr of 45 Radford Road supported Mr, Grund and the
expansion he is proposing. Ken Grund, owner of the
Park, commented on the various grievances. The Mayor
asked if others wished to speak on the issues, and no one
wished to do s..
Mayor Werner called for a 5 minute recess at 8:09 p.m.
Moved by Councilmember Trautmann, seconded by
Councilmer ber Johnson to approve the 2nd Reading of
an Ordinance amending City Code Section 3,1 0, Subd .
( A) Section 3, 10, Subd. B , Section 3.20, Subd.
2(A) and Sections 3.34, Subd. 3, which increases
license fees for on -sale beer licenses, off -sale
been license, on -sale liquor licenses and cigarette
licenses. 5 Ayes; Nays, None.

Trunk Highway 1; them south along Trunk
Highway 61 to Trunk Highway 55; then west
along Trunk Highway 55 to 11th Street;
then west along 11th Street to Spring Street;
then south along Spring Street to 15th Street;
then west on 15th Street to Ashland street;
then south along Ashland Street to County 4;
then proceeding east along County 47 to
Trunk Highway 1; proceeding south on TH 61
to west 22nd Street; then Nest on 22nd
Street to Cannon Street; proceeding south
on Cannon Street; as bounded on the east
side of ward ; encompassing all within the
city limits.

Ward 2 shall consist of the area within the
