The City Council of the City of Hastings, Minnesota met
in a regular meet on Monday March 2 , 1992 at 7 :00 p .m.
in the City Hall Council Chambers, 100 Sibley Street, Hastings,
Minnesota.
Members Present: C ouncilmember Johnson, Traut ann, Hicks,
S imacek and Mayor Werner
Members Absent: Councilmember Mathiowetz and Rivenes

The Mayor called for corrections or additions to
the minutes of the regular meeting on February 18,
19 92 and hearing none declared the minutes approved as
presented.
PROCLAMATIO
WHEREAS, the City of Hastings has been asked to
assist with educating and encouraging health and
wellness in our community:
WHEREAS, proper health and wellness is important
for all members of the community of Hastings; and
WHEREAS, Hea and Wel D w encourage
people to become better educated regarding the issues
of health awareness;
NOW THEREFORE, be it resolved that I, Mayor
Mile Werner, hereby proclaim Wednesday, April 8 1992
as "Health and Wellness ay" i the City o Hastings

issue, and concerns were expressed by the following:
Bill Sylvander of 200 West 6th Street, representing
William ylvander of 315 East 3rd Street, questioned
the widening of 3rd Street from Vermillion to Sibley
to 34 feet and the digging up of both sides of this
area. Mr. Harold Bj orkland of 111 East 3rd Street
questioned additional diagonal parking on 3rd Street.
Everyone wishing to speak on the issue was given the
opportunity to do so. The Mayor closed the public
hearing at :15 p.m.

Mayor Werner opened the Public Hearing at PUBLIC
9015 1. p.m. to consider a City Code amendment HEARING -
regaarding an interim ordinance establishing a SIGN
moratorium on issuance of permits for signs MORATORIUM
proposed to display commercial messages. The
Mayor asked if anyone wished to speak on the
issue, no one wished to do so. The Mayor closed
the public hearing at 9:15 p.m.
Mayor Werner opened the Public Hearing at PUBLIC
9:19 p,ra. to consider a request for rezoning from HEARING- -
agriculture to manufactured hone park residents EE-
for 11.3 acres of land located adjacent to and THREE RIVERS
contiguous with the existing Three Rivers MOBILE HOME
Manufactured Home Park to the West and East 31st PARK
Street to the North. Mayor Werner asked if anyone
wished to speak on the issue. David Sellergren,
the applicant's attorney, included within testimony
a specific description of the development
proposal for the site being considered for rezoning.
Sellergren noted that the proposed rezoning is
consistent with the City's Comprehensive Plan
designation for the property which is one of the
primary basis for rezoning according to Minnesota
State Statutes. Sellergren also noted that upon
site development the applicant is willing to comply
with the six recommended requirements related to
development of the 11,3 acre parcel which were
spelled out in the October 31, 1991, staff
memorandum to the Planning Commission, Eugene Reinardy,
Chairman of the Planning Commission, expressed concern
over the traffic flog and asked Council to deny this
request, Local residents who expressed their concern were:
Kevin Kehn of 3200 Malcolm Avenue, Mary Anderson of
Megan Drive, Denice Kehn of 3200 Malcolm Avenue,
Joe Mcrkle of 3395 Malcolm Avenue, Gene Arlan of
3 Shannon Drive, and Sharon Kulju of 3 began Court.
Everyone wishing to speak on the matter was given the
opportunity to do so. The Mayor asked if anyone else wished
to speak on the issue, no one wished to do so, the
Mayor closed the public hearing at 10:05 p.m.
