February 3, 1992
The City Council of the City of Hastings, Minnesota met
in a regular City Council meeting on Monday, February 3, 1992
at 7:00 p.m * in the City Nall Council Chambers, I00 Sibley Street,
Hastings, Minnesota.
Members Present: Councilmember Johnson, Mathiowet ,
Trautmann, Hicks, Simacek and Mayor Werner
Members Absent: Councils ember Riveness
Staff Members Present: Dave osberg, City Administrator
Barb Thompson, City Clerk;
Torn Montgomery, Public works Dir.;
Mike Wozniak, Community Dear. Dir.;
Marty McNamara, Parks & Rec. Dir.;
and Shawn Moynihan, City Attorney
The Mayor called for corrections or additions to APPROVAL
the minutes of the regular meeting on January 21, 1992 OF MINUTE
and the special meeting of January 27, 1992 and hearing
none declared the minutes approved as presented.
Moved by Councilmember Johnson, seconded by ADD To
ouncilmember Simacek to approve adding to the AGENDA
Administrative Agenda Item No. 6. Dakota County
Biological Survey, and Item No. 7, Presidential
Primary Ballots. 6 Ayes; Na Nome,
Mayor Werner opened the Public Nearing at PUBLIC
7:03 p.m. to hoar comments on a proposed ordinance HEARING-
of the City of Hastings amending the City Code Section ORDINANCE
2. 1 , Subd . 1, by changing the size of the Planning AMENDMENT
Commission from nine members to seven members, and
by amending City Code Section 2,10, Subd, 4, by
changing the size of a Planning Commission quorum
from five members to four members, The City Clerk
provided goof of affidavit of publication. The
Mayor asked if anyone wished to speak on the issue,
no one wished to do so. The Mayor closed the
public hearing at 7:03 p.m.

Mayor~ Werner opened the Public Hearing at
7:04 p.m. to hear comments on the proposed traffic
change on Ramsey and Tyler Streets between 3rd and
4th Streets from the existing one -way traffic to
two-way traffic, The Mayor asked 'if anyone wished
to speak on issue, no one wished to do so. The Mayor
closed the public hearing at 7:05 p.m.
Moved by Councilmember Trautmann, seconded by
Councilmember Hicks to table the action on the
Minnesota wetland Conservation Act of 1991 to
February 18, 1992. Dakota County Soil and water
Conservation District Administrator, Barbara Ohman,
presented information regarding this item, 6 Ayes;

Councilmember Hicks to adopt the Planning Committee's HEARINO-
recorarnendatlon on the Con Agra Mill truck parking as CON AORA
follows: TRUCK
Con Agra Mill will submit in April a site plan PARKING
for staging trucks on the property east of the
mill and south of the existing homes on the
south side of 18th Street.
Upon receiving the proposed true staging plan,
the Council will order a public hearing.

Councilmember Simacek to approve the 2nd Reading of an PROPOSED
Ordinance of the City of Hastings amending City Code ORDINANCE-
S 2.10, S ubd. 1, by Chang the si of the PLANN
Planning Commission from nine members to sever'] COMMISSION
members, and by amending City Code Section 2.10, Subd. SIZE
4, by changing the size of the Planning Commission
quorum from five members to four members. 6 Ayes;

Councilmember Trautr ann to adopt Resolution No, 15-92 NO, 15 -9
designating a neighborhood for the purpose of MHFA HOUSING
participating in the Blighted Residential. Property PROGRAMS
Acquisition and Rehabilitation Program through the
Minnesota Housing Finance Agency, 6 Ayes; Nays, None,

Councilmember Hicks to order a public hearing for HEARING-
February 1 , 1992 at 7:00 p . m. on an amendment to SIGN
Chapter 10, City Code which adds new City Code Section ORDINANCE
10.075; repealing, in its entirety, City Code Section REVISIONS
10.07, Subd, ; and amending the existing City Code
Section 10.07 , Subd. 4 -9 by renumbering as 3-8
respectfully as a sign ordinance revision. 6 Ayes;

Councilmember Hicks to approve the 1st Reading of READING-
an amendment to Chapter 10 of the City Code which ORDER PUBLIC
repeals, in its entirety, existing City Code Section HEARING-
10.08; and adopting City Cods Section 10.08. This PARKING
motion also orders a public hearing for February i, ORDINANCE
1992 at 7:00 p.m. 6 Ayes; Nags, Nome.

Councilmember Simacek authorizing Mayor Werner to BIOLOGICAL
submit to the County Biological Surrey Program, SURVEY
Section of Wildlife, requesting that a biological
survey of Dakota County be placed on a high priority
in order to allow all governmental units adequate
time to study it as the discussions on the possible
new airport continue. 6 Ayes; Nays, Novo
City Clem Barb Thompson presented Council with PPM I E TEL
an update of the question of ballets to be used at the PRIMARY
Presidential Primary on -7 -92. Dakota County Auditor BALLOT
Forma Marsh will be informed that the Hastings City
Council prefers using the optech Voting Machines if this
is cost effective. The City Clerk will keep Council
up to date on this issue as more information is available.
There will be a special Council meeting on
Monday, February 10, 1992 at p.m. at the American
Legion Club, 50 Sibley Street, to discuss designs
for the renovation of the Dakota County Courthouse
for City Hall purposes.
