January 13, 1992
The City Council of the City of Hastings, Minnesota met
in a Special. City Council meeting on Monday, January 1, 1992 at
7:00 p,m, at the American Legion Club, Hastings, Minnesota.

Mayor Werner
Members Absent: None
Mayor Mike Werner opened the City Council meeting and asked
City Administrator Dave Osberg to present the information regarding
the pay plan schedules for discussion by the City Council. city
Administrator Dave osberg presented information on four different
pay plan schedules to the city Council. Mayor Mike Werner
solicited comments from all members of the city Council regarding
the pay plan schedules being discussed. The City Council conducted
significant discussion on all aspects of the pay plan schedules.
Moved by Councilmember Trautmann, seconded by Councilnmermber
Hicks directing City Staff to prepare a pay plan schedule with the
following components:
1. All new employees will be affected by a six step pay plan,
with the first step taking place after six months, and all
subsequent stews taping place annually.
2,) Current employees shall be subject to a five step pay plan,
with the first step taking place on July 1, 1992, and the
final four steps taking place annually, through 1996.
3.) The pay plan schedule will result in all employees moving to
the next closest step in the pay plan, regardless of where
that step i, and regardless of the current salary of the
particular employee, effective July 1, 1992.
4,) The pay plan schedule shall consist of pay ranges that are
developed as a result of a review of a modified Stanton
comparison, consisting of 9 of a position's average minimum
and maximum pay range, and a component of 1% based on
internal comparisons of job values and current compensation
schedules for City employees.
This action also includes the following:
a. Authorizes City Staff to submit to the Minnesota Department
of Employee Relations the information in the compensation
schedule for non -union employees, along with the compensation
schedules in the labor agreements, as the City's Pay Equity
Act. Report,
b-) Direct City Staff to have prepared a report for presentation
to the City Council at the May 4. 1992 meeting on a
performance evaluation system that can be used in conjunction
with the pay plan compensation schedule, including a
recommendation as to the dates for employee steps during the
year.

Tr utmann authorizing a six month probationary salary adjustment
for Assistant Building official Paul Baumgartner, Community
Development Director Mike Wozniak, Public Works Director Tom
Montgomery om.ery and City Engineer Brian Bleskachek, retroactive to the
date of the conclusion of their six probationary period in 1991,
in the amount of $100,00 per month. 5 Ayes; Nays, Riveness and
lathiowet ,
