Hastings, Minnesota City Council Minutes September 6, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday September 6, 2011 at 7:00 PM in the
Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz and

Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on August 15, 2011. Hearing none, the minutes were
approved as presented. Proclamation-Hastings Armory Rededication The proclamation was read by the Council. Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve
as presented 7 Ayes; Nays, None Consent Agenda Moved by Councilmember Nelson, seconded by Councilmember Schultz to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay

item and noted that this is a mandatory ordinance required by state and federal regulations. Mayor Hicks opened the Public Hearing at 7:07 Hearing no comments, Mayor Hicks closed the
Public Hearing at 7:07 p.m. Second Reading/Ordinance Amendment— Ordinance Amendment to Chapter 152 Related to Storm Water Illicit Discharge Moved by Councilmember Schultz, seconded by
Councilmember Alongi to approve the ordinance amendment related to Storm Water Illicit Discharge as presented. 7 Ayes; Nays, None. Award Contract—Industrial Park Agriculture Lease: Birk
Brothers Community Development Director John Hinzman introduced the item explaining the 2012-2013 Industrial Park Agriculture Lease Contract covers approximately 82 acres of underdeveloped
Industrial Park agriculture land. Birk Brothers were the high bidders at $217.50 per acre. Moved by Councilmember Slavik, seconded by Councilmember Hollenbeck to award the contract as
presented 7 Ayes; Nays, None. Industrial Park Raingarden Re-establishment Public Works Director Montgomery introduced the item and recommended that the City pay the cost of reestablishing
the raingarden at 540 Spiral Boulevard, as the owner maintains he did not mow down the plantings. There was discussion of postponing the planting until 2012. Moved by Councilmember Balsanek,
seconded by Councilmember Alongi to approve the reestablishment as presented in the staff memo. 7 Ayes; Nays, None. Authorization to Install Monitoring Well at Wallin Park Public Works
Director Montgomery introduced the item. There was discussion about the location of the exploratory boring and impact on Wallin Park. Staff was directed to minimize impact on the park
and seek to find the least obtrusive location. Moved by Councilmember Alongi, seconded by Councilmember Balsanek to authorize the project as presented 7 Ayes; Nays, None. Cari and Westwood
Park Renovations—Authorize Use of Remaining Funding from Playground Purchase to Perform other Park Upgrades Park and Recreation Director Bernstein introduced the item and noted that
the renovations will not exceed the budgeted funds for these projects.

Preliminary Budget City Administrator Osberg and Finance Director Stark introduced the items and noted that the final budget will be adopted in late December. 2012 Proposed City Budget
Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the 2012 Proposed City Budget as presented; 7 Ayes; Nays, None. 2012 Proposed City Property Tax Moved by Councilmember
Nelson, seconded by Councilmember Hollenbeck to approve the 2012 Proposed City Property Tax Levy as presented 7 Ayes; Nays, None. 2012 HEDRA Tax Levy Moved by Councilmember Alongi, seconded
by Councilmember Schultz to approve the 2012 HEDRA Tax Levy as presented 7 Ayes; Nays, None Set Truth in Taxation Hearing Date Moved by Councilmember Schultz, seconded by Hollenbeck
to approve Set Truth in Taxation Hearing Date as presented 7 Ayes; Nays, None Reports from City Committees, Officers, Councilmembers: HEDRA will meet on Thursday, September 8 at 6 p.m.
at City Hall Booya is Sunday, September 11 at KC Hall starting at 11 a.m. Armory rededication will be Saturday, September 10 from 12-3 p.m. Civil War Weekend at LeDuc Mansion Saturday,
September 10 & Sunday, September 11 Finance Committee will meet on Monday, September 12 at 7:30 a.m. at City Hall Planning Commission will meet on Monday, September 12 at 7:00 p.m. at
City Hall Parks & Recreation Commission will meet on Tuesday, September 13 at 6:00 p.m. at City Hall The next City Council meeting will be Monday, September 19 at 7:00 p.m. at City Hall
Councilmember Balsanek will represent the City at the Beyond the Yellow Ribbon picnic on Saturday, September 10 at Hidden Greens Golf Course Closed Door Session—2011 Labor Negotiations
Moved by Councilmember Schultz, seconded by Councilmember Nelson to adjourn the open door meeting at 8:29 p.m. Mayor Hicks called the closed door session to order at 8:34 p.m. Moved
by Councilmember Alongi, seconded by Councilmember Slavik to adjourn the closed door session at 8:46 p.m. Mayor Hicks reconvened the open door session at 8:46 p.m. Adjournment Moved
