Members Present: Councilmem er Johnson, Simacel , Trautman., Hicks Warner, Riveness and Mayor Werner Members Absent: None Staff Members Present: Dave Osberg, City Adm strator; Mike W nial , Com ounity Development Director; Toni. Montgomery, Public Works Director and Shave Moynihan, City Attorney Mayor Werner asked if there were any corrections or additions A PROVAL of to the min utes of the early special City Council meeting on May 16, MINUTES 1994; the regulax meeting of May 16, 1994 and the special meeting regarding the Family Aquatic Center on May 31, 1994; Bearing none declared the minutes approved as presented. Mayor Mike Werner introduced Police Department Canm' e Officer Marty Waller and the Police Canine "Max" to the City Council and audience. Police officer Waller provided information regarding the Police Cane and the Police Canine Program. Mayor Werner congratulated Police officer Maxey Waller on the recent graduation from the Police Canine Program. Mayor Werner opened the Public Hearing at 7:07 p.m. to PUBLIC HEARING hear comments on the proposed Ordinance to amend the subdivision MULTIPLE regulations to require new housing to receive mail service from RESIDENT L multiple residential mailbox units. No one wished to spear on AIAIELBOX UNIT the issue, and Mayor Werner closed the public hearing at 7:09 p.m. ORDE Moved by Councilmember Simace , seconded by Council- MULTIPLE member Johnson to approve the 2nd Reading on a proposed Ordinance R SID NTL L to amend the subdivision regulations to require new housing to MAILBOX UNIT receive mail service from multiple residential mailbox units. ORDMANCL "friendly" amendment was offered and accepted to change the language in the Ordinance from "concrete walks" to "concrete pads ". The City Council voted on the original motion including the friendly amenchnent; 6 Ayes; Nays, Riveness. Mayor Werner opened the Public Hearing at 7:33 p.m. to PUBLIC HEARING- hear conunont on the proposed 2nd Reading of an Ordinance to amend Chapter 10, Section 10.17, 10.18 and 10.85 to allow indoor vehicle and other sales in the C -3, C -4 & C -5 Districts. The Mayor asked -if anyone wished to spew on issue; no one wished to do so, and the Mayor closed the public hearing at7 :34p.m. Moved d by Councilmember Warner, seconded by Council- member Dicks to approve the 2nd Reading of an ordinance to amend Chapter 10, Section 10.17, 10.18 and 10.85 to allow indoor vehicle and other sales in the C -3, C -4 & C -5 Districts. 7 Ayes; Nays, None. AMEND oRDPiAI CE TO ALLOW POK) R AUTOMOBILE SALES IN C -, C -4 AND C-5 DISTRICTS Page 5 Public Works Director Tom Montgomery introduced Susan Seharenbroich from the Nfinnesota Department of Transportation to discuss traffic issues on State Highway No.'s 61 & 316. Ms. Scharenbroich and Mr. Vasek from the Minnesota Department of Transportation shared information with the City Council regarding traffic counts and opportunities for improving the traffic situation on State Highway 61 & 316. No action was taken. Moved by Councilmember Johnson, seconded by Council - member Simacek to adopt Resolution No. 54-94 requesting the Minnesota Department of Transportation to participate in the construction of Ong lanes along T.H. 316 between Maher Avenue and Malcolm Avenue. 6 Ayes; Hays, Traut ann Copy of resolution on file. Moved by Councilmember Hicks, seconded by Council - member Warner to allow one parking spot in the alley adjacent to the River's Bar & Grill at 412 Vermillion Street, to include a condition requiring the installation of a I'No Parking" sign on the River's Bar & Grill building between the two alley access doors, and provided a yellow cross hatch in the alley area near the front of and bet ween these two doors. 2 Ages; Nays, , i eness, Johnson, Trautman n, Simacek and Mayor Werner. Moved by Councilmember Riveness, seconded by Council- member Tara.utm authorizing the installation of a stop sign at the intersection of 15th Street & Lynn Way. 3 Ayes; Nays, Johnson, Simaoel , Warner and Hicks. Motion failed. Moved by Councilmember Tra.utmann, seconded by Council - naember Varner directing City Staff to prepare the Residential Solid Waste Collection Request for Proposal Document to include the provision that the City of Hastings would be responsible for the billing of residential solid waste collection. Moored by Mayor Werner, seconded by Councilmember Su* nave to am end the previous motion directing City Staff to prepare the Residential Solid Waste Collection Request for Proposal Document to include two alternatives: 1. Billing would be completed by the City of Hastings for presidential solid waste collection; 2. Billing for the residential solid waste collection would be completed by the hauler who is issued the residential solid waste collection license. Moved by Councilmember Riveness, seconded by Council - member Simacek to approve Fames Steele Constructions pricing for portions of Proposal Request , 44 & #5 and field changes #6 & #7. 7 Ayes; lays, None. Moved by Councilmember Hi seconded by Council - member Warner to approve ,Tames Steele Constructions application for payment #7 in the amount of $177,23 7 Ayes; Nays, None. City Administrator Dave Osberg presented to the City Council the plan for additional fencing for the Public Square, and the City Council indicated their support for the installation of additional fencing. State Representative Jerry Dempsey presented information to the City Council regarding the recently completed State Legislative Session. Moved by Councilmember Trautmann, seconded by Council- member Simacek to adjo the meeting at :20 p.m. 7 Ayes; Nays, None.
