The City Council b f the City of Hastings, Nfinnesota met in a regulax City Council
meeting on Monday, April 18, 1994 at :00 p.m. in the City Hall Council Chambers, 101 4th
Street East, Hastings, Minnesota.
Members Present: Counc�lmember Johnson, Simaee , Trautrnann, Hicks, Warner,

is indicative of a strong, continued desire

Mayor Werner asked if there were any corrections or additions APP OVAL of
to the minutes of the regular meeting of April 4, 1 994 and the AUNU T`ES
special meeting of April 11, 1994, and hearing none declared the
minutes approved as presented.

member Riveness to adopt Resolution No. 43-94 receiving bids and
awarding contract for the 1994 Street & Utility Improvement Program
to the low bidder, Richard Knutson, Inc. for $2,775

Mayor Werner opened the Public Hearing at 7:03 p.m. to
receive input on an application from Dakota Currency Exchange, Inc.
to conduct a currency exchange business at 275 West 33rd
Street. Mayor veme r asked if anyone wished to speak on the issue,
no one wished to do so. The Mayor closed the public hearing at
7:05 p.m.
Moved by Councilm.ember Si macek, seconded by Council-
member Warner to adopt Resolution Igo. 41 -94 approving the
application for a currency exchange business at 275 West 33rd
Street to Dakota Currency Exchange, Inc., as required by the

Moved by Cou.ncilmember Johnson, seconded by Council-
member Trautm nn authorizing the extension of the General License
bald by Waste Management of Hastings until June 2, 1994 and an
interim temporary license until. October 1, 1994; and authorizing
an extension of the special license Class I held by Waste taster
of Hastings until June 2, 1994 and an interim temporary license
until June 20,, 1994. This authorization also includes pro rating
of the license fees accordingly. 7 Ayes; Nays, None.

Robin Stoffel, the Hastings representative on the Dakota DAKOTA
Alliance for Prevention Committee presented the City Council with an ALLIANCE-UPDAT
update on the activities during the past year. The County Board of T o C o U N C I L
Conmaissioners are asking for nominations.
City Adn m`strator osb erg informed Council that the Charter Cn . TLR
Commission is meeting on -21 - and will take into consideration COMNIISSION
any topics or subjects the Council may have.
Moved by Councilmember Warner, seconded by Council APPROVE
member Johnson to approve Option 2 which is to upgrade a PC system, COMPUT
w hich involves switching to an upgradeable custom PC operating in UPGRADE
the same manner as UNIX box, and authorize purchase of a computer
for the City Administrator. 7 Ayes; Nays, None.

Sim eel authorizing: the hiring of a Firefighter and .Assistant Fire VACANCEES
Chief /Marshall arshall in the H astings Fire Department; use of a fwm that would
assist with the hiring and testing process, after having received
information regarding potential eons from at least two firms,
with all testing done by the outside firm; the Firefighter position
be a closed competitive examination, open to existing Volunteer
Firefighters and City employees who may hold the appropriate fire fighting
qualifications; and that the assistant Fire Chief position be
available to existing Volunteer Firefighters and Full - tine
Firefighters through a closed promotional examination process.

The City Council of the City of Hastings, Minnesota met in a closed door session on
Monday, April 18, 1994 at 7:40 p.m. in the City Hall Council Chambers, 101 4th Street East,
Hastings, Minnesota to discuss the labor contract negotiations with the Police Officers and Police
Supervisors.
